Description
NASA applied funds from the American Recovery and Reinvestment Act (ARRA) of 2009to work on the Orion Crew Exploration Vehicle Project.The total amount is $165.9million. This is a modification to an existing contract with Lockheed Martin Corporationof Denver, Colorado. <P>Funds will be used to reduce schedule risk by initiating purchases of long leadcomponents and moving forward with the design of Orion engineering development units.These items include avionics systems integrated circuit builds, procuring communicationsystems hardware, avionics integrated lab testing infrastructure, docking hatches,numerous mechanisms, advanced window materials and Propulsion and Environmental ControlSystem units. <P>This ARRA funded work also will reduce technical risk by adding additional fidelity tothe Orion ground test article. This additional fidelity will provide better test resultsand understanding of the Orion structural loads environment. This also includes addingthe service module section to the Orion ground test article. <P>The ARRA funds also will be used for technology development testing to improve the crewsafety of the Orion spacecraft. The goal of the testing is to better understand thepotential failure limits of items, such as the thermal protection systems advancedmaterials, advanced aluminum alloys and titanium fasteners.<P>The Orion Crew Exploration Vehicle contract was awarded on a competitive basis. In orderto preserve Orion Crew Exploration Vehicle jobs using the Recovery Act in the mostprudent business manner, within the time constraints imposed, the existing Orion Contractis the most appropriate contractual vehicle for the work required. This amendment wasissued using the same cost-type contract arrangement that was established from theoriginal contract competition.A cost-type arrangement is appropriate due touncertainties involved in contract performance that do not permit costs to be estimatedwith sufficient accuracy to use any type of fixed-price contract. <P>
