- Description
- NASA/GSFC has a requirement for:Qty:1, License software upgrade from Momentum GX to Momentum GXF.Qty:1, License software upgrade from EMDS to EMPro Core with FEM.NASA/GSFC intends to purchase the items from Agilent Technologies pursuant to FAR 13.106for the acquisition of supplies or services determined to be reasonably available fromonly one source. It is our understanding that Agilent is the only supplier of thissoftware and that Momentum GXF and EMPro are proprietary items and can only be suppliedby Agilent. The upgrades enhance the drawing interfaces and computational power of thesoftware. This software has been used in approving engineer's flight and GSE design forthe past 10 years. It is required to maintain heritage designs and to develop newdesigns. All new software must be backward compatible with previous versions for thepurpose of maintaining heritage designs. The need date is 10/1/09. The software isrequired for simulations on ongoing design work for a high-rate Ka-band modulator forDestynl and JDEM. The Government intends to acquire a commercial item using FAR Part 12.DO Rating is DO-C9. The synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00 p.m. local timeon September 18, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRogenia.M.Burton-Penderga@nasa.gov no later than September 22, 2009 or via facsimile at301-286-1720.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
