- NASA/LaRC has a requirement for a 3D Plus 16MB 512K x 32b SRAM 12ns Access TimeMemory Module, Part # 3DSR16M32VS4085MSR0012, 12 each and 3D Plus Data Package, 1 each.NASA/LaRC intends to purchase the items from 3D Plus USA, Inc. as the only sourceavailable for this requirement to produce equivalent devices in form, fit, and functionto the device targeted for a current NASA project. The 3D Plus access time memory modulewill act as a buffer space for storing data external to an FPGA device. 3D Plus sells thespace rated parts without the associated cost of radiation screening and destructivephysical analysis as a low cost prototyping alternative for the radiation tolerantdevice. 3D Plus is the only available source for this requirement. To use any othermemory device defeats the purpose of functionally validating the design using anequivalent device in form, fit, and function.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 9/21/2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
