Description
The U.S. Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA in support of the Joint Program Executive Office-Chemical and Biological Defense, Joint Project Manager for Decontamination (JPM-Decon), Program Manager Joint Service Transportable Decontamination System Small Scale (JSTDS-SS) has a need to identify light weight decontamination systems capable of conducting operational and supporting thorough decontamination missions. The system must be capable of applying water and hot soapy water and it is desired that the applicator module meet the four-man carry as defined by Military Standard (MIL-STD) 1472F. Production systems must be available to support Product Qualification Testing (PQT) 3QFY10. The Government anticipates releasing a Request for Information (RFI) on or about October 1, 2009, and a Request for Proposal (RFP) on or about February 1, 2010. It is anticipated that the RFP will be open for thirty (30) days. It is anticipated that the RFP will result in a multiple-award, Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity Contract, however the Government reserves the right to change type of contract, if any, awarded. The scope-of-work under any contract awarded will include procurement of up to 16 systems per selected vendor for PQT and Limited User Evaluation, with follow-on options for up to 3130 systems for fielding. The Government anticipates that the awarded contract will be for a one-year base period with four (4) one-year options for a total estimated maximum contract value of $125 million. The Government anticipates that this procurement will be full and open competition with small business subcontracting requirements, however the Government reserves the right to change the solicitation procedure.
