**********SEND ALL INFORMATION INCLUDING QUOTES AND TECHNICAL QUESTIONS IN WRITINGTO ELIZABETH MUDLER AT elizabeth.e.mudler@nasa.gov or FAX: 256-544-5028**************** This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for a total of six barrelforgings,(2) Upper Barrels per drawing 90M12881-1, (2) Lower Barrels per drawing90M12880-1, and (2) Common Bulkhead simulators per drawing 90M12890-1 to support theUpper Stage Ares Project Office (JP30) at George C. Marshall Space Flight Center (MSFC). Please see the attached Statement of Work and Data Procurement Documents that define thetechnical requirements for the design, fabrication and acceptance of these forgings.Drawings are available upon request. This procurement is a full and open competition. The offeror shall state in their offer their size status for this procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery shall be made to George C. Marshall Space Flight Center, Building 4708 - EastEnd, MSFC, AL 35812. Delivery shall be FOB Destination. Delivery date TBD upon acceptance of award. Estimateinitial delivery time frame. Offers for the items(s) described above are due by September 22, 2009 by 4:30 P.M. CST toElizabeth Mudler/DFS at elizabeth.e.mudler@nasa.gov or Fax: 256-544-5028 and mustinclude, solicitation number, FOB destination to this Center, proposed delivery schedule,discount/payment terms, warranty duration (if applicable), Central ContractorRegistration Cage Code Number, taxpayer identification number (TIN), identification ofany special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. Capital Asset Tracking Clause:In accordance with NASA NPR 9250.1, Property, Plant, and Equipment and OperatingMaterials and Supplies, and NPD 9250.1, Identifying Capital Assets and Accumulation ofCost, the contractor shall track, report, and separately identify capital assets asseparate Work Breakdown Structure elements on the contractors monthly 533 reports. Inaddition, in accordance with NFS 1852.245-70, the contractor shall obtain approval fromthe Contracting Officer prior to purchasing or beginning fabrication of any Property,Plant, and Equipment (PP&E) with an anticipated total acquisition cost greater than$100,000, other than internal use software which has a capitalization threshold of$1,000,000, that is not specifically identified in their contract. PP&E is defined astangible assets, including land, that meet the following criteria: (1) have estimateduseful lives of 2 years or more, (2) are not intended for sale in the ordinary course ofoperations, and (3) have been acquired or constructed with the intention of being used orbeing available for use by the entity.(End of Clause)The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail or fax) to ElizabethMudler at elizabeth.e.mudler@nasa.gov or Fax: 256-544-5028 no later than September 17,2009 and the due date for submission of quotes is September 22, 2009. Telephone questions will not be accepted.Selection and award will be made based on lowest price technically acceptable. Technicalfactors include capability to provide the required deliverable within the quality andtechnical specifications defined in the statement of work.Technical acceptability will be determined by review of information submitted by theofferor which must provide a description in sufficient detail to show that the productoffered meets the Government's requirement.Offerors must include completed copies of the provision at 52.212-3 (JUNE 2008), OfferorRepresentations and Certifications - Commercial Items with their offer.
