Description
The Government intends to solicit and negotiate with only one source, American Tower Corporation, 10 Presidential Way, STE 100, Woburn, MA 01801-1053. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (1) as implemented by FAR 6.302-1.under the authority of FAR 13.106-1(b), for the leasing of tower space to support the paging system at Blanchfield Army Community Hospital (BACH), Fort Campbell, Kentucky. Restricting competition is based on this companys design and installation of the original paging systems tower and the duplicative cost to the Government to utilize another source to satisfy the Governments requirement. The NAICS code for this is 517911 and the small business size standard is 1,500. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition and awarded on an unrestricted basis. This is not a request for competitive offers and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with American Tower Corporation. Requirement consists of support for the base period of (on or about) 28 September 2009 through 27 September 2010; and 4 option year periods (effective 28 Sep 10-27 Sep 11; 28 Sep 11- 27 Sep 12; 28 Sep 12-27 Sep 13; 28 Sep 13 - 27 Sep 14 per FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT) Support of Blanchfield Army Community Hospitals Paging System, tower must have a minimum mounted height of 150-feet; Building that house GFE at the tower site must be maintained, free of debris, heated/cooled and kept secure, located on Needmore Rd, Clarksville, TN. Interested companies may identify their interest and capability to respond to the requirement not later than, 11:00 a.m. CST, 20 September 2009. A request for a copy of the solicitation will not be considered an acceptable response to this synopsis.
