Description
Commercial & ARRA Clauses Schedule of Items Evaluation Criteria Employment Eligibility Verification Table 1 - Treatment Area List of Required Mechanical Treatments Specifications - Mechanical Treatments *RECOVERY * Henslow’s Sparrow Habitat Improvement (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a Request for Proposals (RFP). Submit written quotes on RFP Number AG-4419-S-09-0119. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. (IV) This solicitation is being issued as a ********** 100% HUBZone Set-Aside. ********** The associated NAICS code is 561730. The small business size standard is $7.0. (V) This combined solicitation/synopsis is for the following commercial services: The mechanical treatment of existing heavy woody vegatative growth and heavy fuel loading will derive mutually beneficial improvements in habitat quality for Henslow's Sparrows, while reducing the severity of wildfires due to reduced fuel loading within treatment units. Treatment units will be maintained using prescribed fire. residential dwellings are located in close proximity to the proposed mechanical treatment units. Mechanical treatments of units should reduce the risk of severe wildfire to adjacent private property. This project will also provide substantial economic, social and ecological benefits to local communities in southern Illinois through the implementation of mechanical treatments; purchases of materials designed to restore historical grassland and prairie habitats for Henslow's Sparrow and other rare wildlife species as well as wildlife species of high recreational value, such as white-tailed deer; northern bobwhite quail and eastern wild turkey and risk to private property from intense severe wildfires. The economy of southern Illinois will be stimulated by the creation of jobs through contracting with the private sector to conduct mechanical mowing, small tree and shrub removal, mastication/mulching, farm tractor disking and seeding of annual and perennial food and cover plantings on the National Forest lands. The economy will be stimulated in multiple counties in Southern Illinois, including Hardin, Johnson, Pope and Jackson Counties. Recreational opportunities will be enhanced on publilc lands by implementation of this project on national Forest lands. (IX) Offers will be evaluated on (See attached Criteria), (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at HTTP://ORCA.BPN.GOV. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 5, 12,19, 20, 21, 22, 23,27 and 39. The following clauses under subparagraph (c) apply: 1, 2. This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply. The appropriate clauses are included under subparagraph (b) above. (XIII) The following clauses are also applicable to this acquisition: (See attached documents) (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) Quotes are required to be received in the contracting office no later than 12:00pm EST on October 2, 2009.
