Description
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), one of the world's largest health care delivery organizations, is seeking management consulting services and a healthcare revenue workflow management tool in support of the VA national expansion of the Consolidated Patient Account Center (CPAC) under the Revenue Improvement and Systems Enhancement (RISE) program. This effort is to optimize revenue collections in VHA by implementing industry-modeled, regionally consolidated patient account centers. VHA seeks to obtain a qualified contractor to employ the necessary services required to expand the CPAC business model and to demonstrate improvements in revenue collection. VHA's primary objective is to acquire professional management consulting services with an associated healthcare revenue workflow management tool to improve revenue collection through the execution of the following four phases of the CPAC expansion model: assessment, implementation, transition, and sustainment. The CPAC business model centralizes previous VA Medical Center (VAMC) based revenue cycle functions to regionally-aligned, consolidated, back-end revenue cycle functions. The CPACs will use standardized industry best practices coupled with an associated healthcare revenue workflow management tool. The associated workflow management tool will support the CPAC goals for improving the performance of revenue collections. Work to be performed will be in accordance with the attached Draft Performance Work Statement (PWS). Work performed under this Draft PWS will be executed as a performance-based contract. Tasks to be completed under this contract include Project Management and Reporting, CPAC Expansion Assessment, Implementation, Process Development, the Workflow Management Tool, and Training. Refer to the Draft PWS for specific requirements, tasks, and deliverables. This acquisition will be conducted on the basis of full and open competition. The resultant contract will be firm fixed priced and will include one twelve month base period and two twelve month option periods. A formal source selection process will be utilized and contract award will be based on the best overall (i.e., best value) proposal that is determined to be the most beneficial to the Government. The VA Technology Acquisition Center (TAC) - New Jersey, in conjunction with the VHA, will host an Industry Day/Pre-Solicitation Conference for this acquisition. The purpose of this conference is to provide information relative to the technical requirements, acquisition strategy, and the solicitation, and to seek comments and questions from industry. The Conference is tentatively scheduled for September 23rd, 2009 in the Eatontown, NJ area. Specific information regarding the conference will be posted in the very near future. Participation may be limited to 2 or 3 people per company attending. The general agenda is as follows: the morning session will include informational briefings in a public forum. Participants will be asked to submit any questions they may have during the general session in writing after all informational briefings have been given. The VA will break to generate answer to the questions. The conference will reconvene and the VA will provide the answers to the questions. One-on-one sessions will also be held with interested parties. The one-on-one sessions will begin following the public portion of the conference and run until approximately 5PM. Depending on the number of one-on-one sessions, the sessions will continue into the following day of the conference if necessary. The sessions will be strictly limited to 20 minutes. Attendees will be required to register for the conference and registration information will be posted in the very near future either on FedBizOps or another site that will be specified. Directions and any other pertinent materials will also be posted in the near future. There is no registration fee for attending this conference. It is strongly advised that interested participants monitor FedBizOps for future information. A draft solicitation will be posted prior to the conference. Potential offerors are reminded that all draft documents are subject to change prior to release of the final solicitation.
