- This is the DD254 Contractor is to provide labor under MOBIS Schedule to perform the following task during FY10 for Defense Security Service. A.1 ODAA Management System Support A.1.a Provide support to the Office of the Designating Approving Authority (ODAA) at the field and Headquarters level and related actions of the components. Support will be provided at the DSS Headquarters in Alexandria, VA and the DSS Office in San Diego, CA. A.1.b Provide support with management analyst experience and information assurance skills to support HQ ODAA. Provide assistance with developing additional ODAA implementing guidance. A.1.c Provide support with management analyst skills and experience to support the DSS Office in San Diego, CA. Provide assistance with DSS personnel in framing ISFO issues, developing soluctions, cooridination and obtaining relevent background information from within DSS and others, both Governmental and public sector, and developing implementation plns for performance improvement issues. A.1.d In addition to the above, provide the following assistance: A.1.d.i. Data Entry Support. The contractor shall assist the Government in the data entry of information into the ODAA management system and DSS management system to support of the ODAA and C&A process. Particularly, the contractor shall support the maintenance of an Access Tracking Database used by ODAA to maintain the plans and their status within the ODAA process. The Access Tracking Database is planned for decommission and the contr4actor shall support the new follow-on ODAA management system in same manner. This maintenance shall include the production of reports and processes to facilitate recovery of the DB in the event of a crash. A new Database is being developed for this activity and the contractor shall assist in the coordination of data transfer from the Access Database to the new Database and provide insight into the current Database structures when needed. A.1.d.ii. System Requirements Documentation. The contractor shall assist the Government in recommending system enhancements and documenting ODAA system revisions for planned upgrades as necessary for DSS OCIO to make such enhancements. The contractor shall assist the Government in tracking ODAA system enhancements to ensure requirements are met. Also, the contractor shall assist the Government in coordinating meetings with DSS CIO office and other DSS contracted developers to ensure the ODAA system documentation is kept up to date. System documentation shall include at a minimum, data dictionary, data flow diagrams, HTML, system architecture, system installing guides, and other system documentation that provides the ability to recreate the system and keep the system documented in its current production state. This contract will be awarded for one base year and four one-year options. The contract will be a Fixed Price Level of Effort contract. Key Personnel - Must submit resume' showing the minimize experiment. Resume's must not be longer than three pages, font shall not be smaller than 12 pitch font size. Contracting Officer Representative Mr. David Cole 1340 Braddock Place Alexandria, VA 22314-1651 (703) 325-9453 David.cole@dss.mil Contracting Officer Mrs. Sharon Palustre, Contracting Officer 1340 Braddock Place Alexandria, VA 22314-1651 (703) 325-9448 (Office) Sharon.Palustre@dss.mil The Contracting Officer is the only person authorized to make any changes, or approve any changes in the requirements of this contract, and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event, the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been without authority and no adjustment will be made in the contract price to cover any increase in costs occurred as a result thereof. Invoice and Payment Provision (a) The accepted electronic form for submission of payment requests and receiving reports is Wide Area WorkFlow (see website - https://wawf.eb.mil/ ). (b) If the payment office and the contract administration office concur, the contracting officer may authorize a contractor to submit a payment request and receiving report using an electronic form other than Wide Area WorkFlow. However, with this authorization, the contractor and the contracting officer shall agree to a plan, which shall include a timeline, specifying when the contractor will transfer to Wide Area WorkFlow. (c) For payment of commercial transportation services provided under a Government rate tender or a contract for transportation services, the use of a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System) is permitted. Contractor Substitution of Personnel The Contractor shall not remove or replace any personnel designated as "key" personnel without prior written notification and approval by the COR, although the Government recognizes that the contractor cannot compel any individual to remain under its employ. Written notification of the pending substitution shall be submitted to the COR no later than 10 calendar days in advance of any proposed substitution and shall include a resume and justification of the proposed substitution(s) in sufficient detail to permit evaluation of the impact on delivery order performance. DSS will review the resume(s) and justification to ensure compliance with the delivery order. Any replacement personnel proposed shall be at least as qualified as the individual being replaced. If deemed necessary by DSS, replacement personnel shall be given a one (1) day orientation at no additional cost to the Government. 252.201-7000 CONTRACTING OFFICER'S REPRESENTATIVE (DEC 1991) (a) Definition. "Contracting officer's representative" means an individual designated in accordance with subsection 201.602-2 of the Defense Federal Acquisition Regulation Supplement and authorized in writing by the contracting officer to perform specific technical or administrative functions. (b) If the Contracting Officer designates a contracting officer's representative (COR), the Contractor will receive a copy of the written designation. It will specify the extent of the COR's authority to act on behalf of the contracting officer. The COR is not authorized to make any commitments or changes that will affect price, quality, quantity, delivery, or any other term or condition of the contract 52.204-9 PERSONNEL IDENTITY VERIFICATION OF CONTRACTOR PERSONNEL (Jan 2006) (a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201. (b) The Contractor shall insert this clause in all subcontracts when the Subcontractor is required to have physical access to a federally-controlled facility or access to a Federal information system. (End of clause) 252.204.7000 DISCLOSURE OF INFORMATION (Dec.1991) •a. The Contractor shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document), pertaining to any part of this contract or any program related to this contract, unless- • i. The Contracting Officer has given prior written approval; or • ii. The information is otherwise in the public domain before the date of release. •b. Requests for approval shall identify the specific information to be released, the medium to be used, and the purpose for the release. The Contractor shall submit its request to the Contracting Officer at least 45 days before the proposed date for release. •c. The Contractor agrees to include a similar requirement in each subcontract under this contract. Subcontractors shall submit requests for authorization to release through the prime contractor to the Contracting Officer. 52.217-9 Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 1 day; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days [before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 160 days. (End of clause) 52.212-2 EVALUATION-COMMERCIAL ITEMS. As prescribed in 12.301 (c), the Contracting Officer may insert a provision substantially as follows: Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Resumes Past Performance Price Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304 ); (iv) small disadvantaged business participation; and include them in the relative order of importance of the evaluation factors, such as in descending order of importance. Technical and past performance, when combined, are higher all other evaluation factors, when combined, when compared to price. ] (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
