- This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number is RFQ-1258676 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The National Institute on Drug Abuse (NIDA), Office of Acquisitions Station Support Simplified Acquisitions on behalf of the National Institute of Aging (NIA) seeks to acquire logistical support service for the NIA 2009 "Take the Next Step: Grants Technical Assistance Workshop." The workshop is designed for investigators new to aging research, post doctoral and pre-doctoral students, and other individuals with recent Ph.D., and M.D. degrees in aging research. The workshop will occur on November 17-18, 2009 in Atlanta, GA, prior to the Gerontological Society of America's 62th Annual Scientific Meeting. Scope of Work Independently, the vendor shall provide logistical support for about 45 conferees (participants and faculty). The vendor will provide the following services: • Conference call support in October 2009; • Travel (air, rail, bus) arrangements and tickets to the participants and faculty for this event by October 20; • Contract lodging at government lodging rate in Atlanta, GA and in the near vicinity of the conference headquarters hotel. The contractor may pre-pay lodging or reimburse; • The contractor will issue checks to NIA project official, prior to the meeting for reimbursement of participants' workshop-related expenses to include: lodging (if not paid directly) @ $XXX.00 per day (GSA lodging rate is $141 per day) for 2 days typically, meals @ $49.00 per day, and a preparation fee of $175.00. (Lodging may be pre-arranged and paid by the contractor.) • A separate check will be prepared for reimbursement of ground transportation costs following the meeting. • Faculty members will receive reimbursement of expenses after the meeting including an honorarium of $200.00 per day for each day of participation. • Contractor will send checks for participants to NIA Project Officer and the Project Officer will distribute them to workshop "participants;" • The following price points are anticipated: - Faculty honorarium is $1000.00 Deliverables • Travel with advance paid airfare/train/bus fare, etc., • Lodging Room; • Expense Checks for fees/ground transportation; • Logistical Support for Conference Call with 40 participants; • Letter Writing; • Other duties as assigned. Period of Performance Period of performance is to be for twelve months from date of award. To be eligible for an award, offeror must be registered with the Central Contractor Registration (CCR) at website http:www.ccr.gov. The selected offeror must comply with the following commercial item Terms and Conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items, must be included with its offer; FAR 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
