- NASA/ARC intends to extend Contract NNA05AC33C (Aviation Safety Reporting Systemand Related Systems, commonly referred to as ASRS) with Booz Allen Hamilton Inc. on asole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source, insupport of Ames Research Centers (ARC) Code TH, Human Systems Integration Division. Theobjective is to extend the performance period for one year. The current contractor provides mission critical support services under ASRS that includevarious aviation and related safety programs for NASA and other federal governmentalagencies. The major objective of these programs is to acquire information concerningcurrent and potential safety concerns in the operational performance of systems such asthe National Aviation System (NAS), and the Veterans Administration patient care system,and to assist in the effective use of that information to further aviation and relatedsystems safety improvements. The ASRS contractor has the following two primary responsibilities:1) To oversee the maintenance and operation of a voluntary, confidentialincident-reporting program and its use to identify potentially hazardous situations inthe aviation system.2) To maintain, operate, and assist in the use of a database of these incidentreports to support research and development aimed at improving the performance and safetyof the future aviation system.This extension will allow for a continuation of services to ensure program continuity andcritical mission support and to avoid significant technical impacts while a competitivefollow-on acquisition is completed.In addition, new technical requirements have been identified for ASRS and the relatedsystems. It is expected that a new interagency agreement will be finalized with theFederal Rail Administration for NASA to create and establish within ASRS a railroadsafety reporting system for the nations rail transportation system. It is critical thatthe government is supported by the infrastructures and operations of the current systemsin order to transfer optimal operations and technologies to the railroad system withoutdisrupting ASRS and the other related systems in the process. In addition, concurrent tothe addition of the rail reporting system, it is expected that new partners will be addedto the existing ASRS and patient reporting systems. This will require expandedincorporation into the current processes and IT support procedures of the ASRS and VAreporting systems. Therefore, it is critical that the current contract is extended anadditional year to ensure an efficient and cost-effective incorporation of all the newlyidentified technical requirements.The extension will extend the period of performance of the current contract, NNA05AC33C,for a period of one year, from January 3, 2010, through January 2, 2011, and increase thecontract value accordingly. The current contractor, Booz Allen Hamilton Inc., isconsidered the only contractor that can meet ARCs needs given the short period ofperformance for the extension. Awarding a one year contract to another source, when thecreation and establishment of new reporting systems are being added to the existingsystem, would affect the continuity of services and cause unacceptable delays infulfilling ARCs requirements.The proposed contract action is for supplies or services for which the Government intendsto solicit and negotiate with only one source under the authority of FAR 6.302. Thepurpose of this action is to extend the performance period for one year, until such timeas the new systems are beyond the initial development phase and are proved fullyoperational, and the competitive follow-on acquisition is completed.This notice of intent is not a request for competitive proposals. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Notwithstanding this stated intent, interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 2:00 PM Pacific time on September 25, 2009. Such communicationof capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. Oral communicationsare not acceptable in response to this notice.
