- The Northeast Fisheries Science Center intends to negotiate on a sole source basis with Gulf of Maine Lobster Foundation, Inc. for satellite tracking drifters and supplies as follows. 6EASMCC eMolt Rachel Drifters 6EASMCC eMolt Rachel Drifters modified for attachment of VR2 base 2EADrifter Kits, includes 2 replacement batteries and MMT replacement batteries 2EAMMT replacement batteries 2EAMMT tracker unit 2EATracking programming The Government has used this exact equipment in the past and intends to use again to maintain scientific consistency. The equipment will be delivered to the NOAA, Northeast Fisheries Science Center, Maine Field Station, 17 Godfrey Drive, Suite 1, Orono, ME 04473. The FSC is 6695 and the NAICS is 541712. The Government intends to award a firm-fixed price purchase order for this requirement. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 253(c)(1) Interested persons may identify their interest and capability to respond to this requirement by September 18, 2009. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract.
