Description
This is a Combined Synopsis/Solicitation/Notice of Intent by the Food and Drug Administration (FDA) to The Nielson Company on a sole source basis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and written solicitation will not be issued. The solicitation number for this acquisition is FDA-NOI-1062088. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set aside. The NAICS code is 541511. This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to perform these services, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. A solicitation will be issued to The Nielson Company Inc. no less than 10 days after the date of this notice unless the Government determines that any other organization has the capability to meet this requirement. The Food and Drug Administration intent to procure the Nielson Company National Weekly Scanner Data. The Nielsen Company provides comprehensive consumer purchase data from statistically representative grocery and convenience stores across the US. We will use this data to better understand the impact of FDA regulations on consumer purchasing behavior and producer costs. FDA label regulations in particular influence consumer product choices. To better understand consumer choices and the impact of FDA label regulations, we must have comprehensive representative data for a large range of consumer products to accurately estimate the costs of many different types of labeling changes, including regulatory changes in listed ingredients, warnings, handling directions, health and structure-function claims, lists of allergens, ingredients names, and adverse event reporting information. Scanner data is the most complete, representative and accurate source for this information. The Nielsen Company collects proprietary scanner data on food, dietary supplement products, cosmetics, OTC drugs and retail medical devices in supermarkets and convenience stores in the U.S. The data can be aggregated on a weekly, monthly, seasonal, or annual basis. The most recent weekly level data that FDA uses begins in March 2003 and ends September 9, 2007. We need recent scanner data to both estimate the impact of our upcoming regulations, guidance and initiatives generally, and to estimate labeling costs in particular. We typically use scanner data to estimate the number of FDA regulated products or product labels and the impact to small firms. Scanner data are the only reliable and statistically valid source for this information. The outcome of this contract shall be the purchase and delivery, in electronic, Excel format, of Nielsen scanner data as detailed below. I.The contractor shall provide FDA weekly historical sales data from their Strategic Planner service in electronic, Excel format as detailed below. The data shall be for the 52 week period ending one year before the data of this contract. The data will be available for use by FDA employees and FDA’s designated contractors as needed for FDA research projects. The following departments will be provided: i.(00)DRY GROCERY DEPARTMENT (inclusive of all subcategories) ii.(01)FROZEN FOODS DEPARTMENT (inclusive of all subcategories) iii.(02)DAIRY DEPARTMENT (inclusive of all subcategories) iv.(03) DELI DEPARTMENT (inclusive of all subcategories) v.(05)FRESH PRODUCE DEPARTMENT (inclusive of all subcategories) vi.(06)NON-FOOD GROCERY DEPT. (ONLY subcategories: TOTAL PERSONAL SOAP/BATH NEEDS TOTAL PET CARE and TOTAL TOBACCO & ACCESSORIES) vii.(07)ALCOHOLIC BEVERAGES (inclusive of all subcategories) viii.(09)HEALTH AND BEAUTY AIDS DEPT. (inclusive of all subcategories) Data will be included at the UPC, brand, category and subcategory level.
