- JUSTIFICATION AND APPRO VAL FOR OTHER THAN FULL AND OPEN COMPETITION 1. Organization Requiring Agency: HQ ACC/A8C 300 Exploration Way Hampton, VA 23666 Contracting Activity: 1 CONS/LGCA 75 Nealy Ave Langley AFB, VA 23665-2088 2. NATURE AND DESCRIPTION OF ACTION BEING APPROVED: This is a new requirement for this fiscal year. A firm fixed price contract will be awarded for the installation and configuration of IBM Rational Software using IBM Rational engineering services. As estimated $13,360.00 in 3400 funds will be used. 3. DESCRIPTION OF SERVICES: This requirement is to obtain IBM Rational engineering services to assist in installing and configuring IBM Rational software to upgrade and expand the C2 RMS. These services will be used to expand the existing Air and Space Operations Center (AOC) Requirements Management System (RMS) to be used for other associated C2 programs whose requirements are managed by ACC/A8C. 4. STATUTORY AUTHORIY: 10USC 202304 (c) (1), as implemented by FAR 6.302-1, Only One Responsible Source. 5. APPLICABILITY OF AUTHORITY: In accordance with FAR 6.302-1, the following conditions preclude a competitive procurement. IBM, as owner and manufacturer of the Rational. software, is the only company with the expertise necessary to provide the required engineering services. The IBM Rational software is unique software that supports business processes for requirements, configuration, and change management. Installation, integration, and configuration of this software require detailed and unique expertise which is not generally available within industry. Detailed knowledge of the peculiar characteristics of the IBM Rational software is a skill set that is most readily available directly from IBM Rational. Use of any other vendor would introduce an unnecessary and unacceptable risk which is not in the best interest of the Air Force. Furthermore, the quoted hourly rate of $259 is within the normal range of labor rate for this specialized engineering. 6. EFFORTS TO OBTAIN COMPETITION: As the current acquisition is to support expansion of currently employed software and requires unique expertise of that specific software, IBM is the only company able to provide the required services. 7. FAIR AND REASONABLE COSTS: List price of a $259 per hour of engineering services is in accordance with market research with IBM customer services. An estimate of$13,360 was submitted for 40 hours of engineering services included $3,000 estimated for travel expenses. Prices will be determined fair and reasonable based on catalog prices for similar services on GSA. 8. DESCRIPTION OF MARKET RESEARCH: Market research was originally accomplished by the AOC WS program using GSA Advantage and conferring with the subject matter experts at the AOC Weapon System Integrator. This research indicated that the detailed knowledge to perform this work is not generally available among software vendors. Additionally, the hourly rate quoted by IBM was in line with similar engineering labor rates. 9. INTERESTED SOURCES: IBM is the only interested source capable of meeting the specific requirement of upgrade to existing IBM software. 10. STEPS TO FOSTER COMPETITION: Due to the unique nature and exclusive characteristics of this requirement as discussed in section 5 and 9, all possible sources sought have been exhausted. ACC/A8C will assign local direct support contractors to work closely with the IBM Rational engineers to gain experience in the installation, integration, and configuration of this software to minimize the need for future sole source engineering support. 11. CONTRACTING OFFICER'S CERTIFICATION: The Contracting Officer certifies that the above andjustification are both accurate and complete to the best of the Contracting Officer's knowledge and belief. 12.
