Description
DESCRIPTION: The U.S. Coast Guard intends to purchase a subscription for a web-based service and requires a contractor-provided software application to facilitate DMSMS and TOP for electronic components. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to QINETIC INCORPORATED, located at 2345 Crystal Drive, Arlington, VA 22202. Statement of Objectives (SOO) Diminishing Manufacturing Sources and Material Shortages (DMSMS) and Technical Obsolescence Analysis Software 1.0 Objective The United States Coast Guard (USCG) requires a Contractor-provided software application to facilitate analysis of Diminishing Manufacturing Sources and Material Shortages (DMSMS) and Technical Obsolescence Prevention (TOP) for electronic components. The USCG has requirements to proactively manage technology baselines of multiple assets including: ships, small boats, fixed-wing aircraft, and helicopters. Each of these asset classes has many electronic components in various DMSMS stages. Obsolescence management is a critically important aspect of maintaining the USCG technology baselines for these assets. 2.0 Scope of Technical Resources Required The Contractor shall provide the following: • A web-based software application or suite of applications. This software will help the USCG manage problems associated with electronic component availability, compatibility, and compliance during all phases of the product life cycle: design, procurement, manufacturing, maintenance, repair, rework, and sustainment. • The number of users requiring access to the software is approximately 20-40 people. A site license structure is preferred (versus individual user licenses). • Access to frequently-updated electronic component databases. These databases shall include both commercial and military components. • Technical and customer support services available during normal business hours via telephone and email. 2.1 Technical Resource Support Approach. The Contractor shall provide access to the software application in a timely manner. The Contractor shall ensure all users (USCG personnel and identified support contractors) have proper access rights immediately upon software implementation. This request is for a complete turn key project. The vendor/contractor will be required to provide the software and the installation. Installation will be scheduled with the Facility Management office at the Special Missions Engineering office. Note 22. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within time and date of publication of this "Special Note 22" will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a Cost Proposal by 9:00 am, ET, September 15th,2009.
