- Scope of Work: 1. General Description of Project. Contractor shall perform a complete inspection and engineering evaluation of three cranes located at the Gavins Point Powerplant near Yankton, South Dakota. Location of Powerplant is actually Cedar County, Nebraska. As a result of the inspections and evaluations, three separate reports shall be provided, one for each crane. 2. Existing Cranes (mid 1950s vintage). a. 250 ton Powerhouse Bridge Crane: Moffett Engineering Co. Two trolleys, each with a 125 ton main hook and 25 ton auxiliary hook. b. 25 ton Draft Tube Gantry Crane: C.H. Jucho, Dortmund Machine Co. c. Intake Gantry Crane: Moffett Engineering Co. 80 ton main hoist, 20 ton auxiliary hoist, 5 ton jib hoist. 3. Work to be Performed. The contractor shall provide all labor, materials, and safety equipment to accomplish the following work for a complete OSHA/ASME inspection of all operating components of the intake gantry crane, tailrace gantry crane, and the main overhead bridge crane to verify overall operation, reliability and safety. Any area that is deficient that would cause the crane not to be used at its full capability must be included in the final report. The crane inspection will include all mechanical operating components, all electrical operating components, the installed wire rope, lifting fixtures and components, main frame and support or auxiliary frames or mounts, painting and preservation requirements of the entire crane, lubricants or oils and greases and all required facets of a safety inspection. Also, all spreader and lifting beams shall be included. The contractor shall provide written reports verbally describing the current status of the cranes, all necessary repairs or upgrades required to modernize the cranes to meet current crane industry standards and to be compliant with USACE EM 385-1-1 dated 15 Sept 2008. It is the intent that the reports will be used for prioritizing future crane major rehab projects. The reports shall contain a recommended scope of rehabilitation for the cranes. It is also requested that the reports list prioritization of repairs or upgrades for each crane and an overall prioritization of repairs that address the most urgently needed repairs or upgrades. Each report shall list the estimated cost for performing a future major rehab of its crane. The reports shall also include cost estimates of the future rehab which are broken down into prioritized line items describing different elements (electrical, mechanical, wire rope, cab, remote control, feed rail, etc.) of the project. USACE will provide a crane operator to answer questions, open access covers, etc and operate the crane. Local area weather conditions may define the required period of inspection. Receipt of the final reports shall be by 20 November 2009. 4. Bidding Information. Bidders shall be evaluated on the factors listed below. All factors will be important in determining the successful bidder. a. Crane experience. b. History of similar projects with the names and contact information of three references we can contact. c. Price.
