- Pre-Proposal Conference - Questions and Answers THE MEDICAL/SURGICAL PRIME VENDOR PROGRAM – GEN IV Solicitation Number: SPM2DS-09-R-0017 Agency: Defense Logistics Agency Office: Defense Supply Center Philadelphia, 700 Robbins Avenue, Bldg 6 Philadelphia, PA 19111 Notice Type: Pre-Solicitation Announcement Synopsis: Defense Supply Center Philadelphia (DSCP) is an agency of the Defense Logistics Agency (DLA). DLA provides supply support and logistics services to the Army, Air Force, Navy, Marine Corps, and several federal agencies. The Medical Supplier Operations, a Directorate of DSCP, is in the process of soliciting a follow-on Medical Surgical Prime Vendor indefinite quantity, long-term contract. The solicitation issue and close dates are August 3, 2009 and September 15, 2009, respectively. Amendment 002 has extended the closing date from September 15 to September 24, 2009. The intended contract base period will be 20 months plus 1 – 20 months and 1 – 32 months option period. The Med/Surg PV Program has established three TRICARE Global regions (North, South, and West) that combine to provide routine ordering capability throughout the world. Prime Vendor (PV) is the primary distribution channel (single distributor) for procurement and delivery of a full range of commercial medical/surgical supplies to a group of Medical Treatment Facilities (MTFs) in the geographical regions. MTFs order directly through the Prime Vendor with next day delivery. Each PV provides all medical surgical products for which it has been authorized as a distributor under a designated contracting instrument as authorized by DSCP Medical. All items are brand name specific or generic commercial products that are identified by the manufacturer’s item descriptions and part number and conform to the manufacturer’s commercial specifications. The Prime Vendor shall distribute the medical surgical products to the ordering facilities under the contract. During the term of the contract, DSCP reserves the right to add and delete ordering facilities. A vendor pre-proposal conference was scheduled for August 28, 2009 at the Sheraton Society Hill in Philadelphia, PA. Registration was held from 8:00am to 9:00am. The conference was held from 9:00am - 12:00pm.
