- Eglin AFB Contractor Access to Base Affidavit. The 96th Contracting Squadron, Eglin AFB, Florida intends to solicit and award a firm-fixed price contract for exterior motor operated rolling steel doors, brand name or equal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The announcement number is F1T3BR9219A001. The North American Industry Classification System (NAICS) code for this acquisition is 332321 with a size standard of 500 employees. Please identify your business size in your response based upon this standard. This is a full and open acquisition. A requirement exists for the replacement of four (4) exterior motor-operated rolling steel doors. A site visit is scheduled on 17 September 2009 at 10:00 a.m. CST at building 1404 on Eglin AFB, FL to allow contractors to view the area of work. Each individual attending the site visit is required to complete and submit an affidavit to the Security Forces Squadron, see instructions below for contractor's access to Eglin AFB. The affidavit is an attachment to this solicitation. Pricing is to include shipping costs. Requirements: 1. Company will furnish and install four (4) exterior motor operated rolling steel doors. 2. Company will complete the door installation which includes the removal and disposal of the existing rolling steel doors. Electrical hook up is not needed. 3. Rolling Door(s) Specificaiton: a. Doors will be exact replacement and operate where the existing doors are currently located. Current door openings: 12' and 1 1/2" wide x 16' high. b. #22 Gauge interlocking slats with cast end lock/wind lock weather guard construction. c. An Interior 3-push button operation switch for up, down and stop. d. An Exterior key operated switch that can lock out operation of the door from the exterior (current switch has an up, down, and stop button with a key lock out). e. Insulated door. f. Doors need to comply with current state and federal guidelines for wind load ratings - at least 60 PSF per Florida approval. g. Model Number: ESD20 from Cornell Iron Works, Inc (1) Insulated Door Slat Material Requirements: (a) Flame Spread Index of 0 and a Smoke Developed Index of 10 as tested per ASTM E84. (b) Minimum Sound Transmission Class (STC) rating of 26 as tested per ASTM E90. (c) Minimum R-value of 8.0 (U-factor of 0.125) as calculated using the ASHRAE Handbook of Fundamentals. (d) Insulation to be CFC Free with an Ozone Depletion Potential (ODP) rating of zero. 4. Motor Specifications: One-half (½) HP motor to include an open drip proof motor removable without resetting of limit switches, reversing magnetic controller in NEMA 1 enclosure (surface mounted), planetary gearbox for drive reduction, electric brake and auxiliary chain operator. This includes magnetic contactors, UL listed thermal overload protection, rotary limit switches, safety edge circuit and transformer with 24 volt control secondary, delay on reverse and a door closing warning signal. Pre-wired to a terminal block using color coding the wires to facilitate troubleshooting. Electrical Voltage - Company needs to verify: 208 V, 3 PH, 60 HZ. 5. Material & Finish: a. Curtain: Galvanized steel with GalvaNex coating system. Finish Color: Polyester powder coating; color Tan. b. Bottom Bar: Galvanized steel, polyester powder coating; color Tan. c. Guides: Galvanized steel, polyester powder coating, color Tan. d. Hood: Galvanized steel with Galvanex coating system. Finish Color: Polyester powder coating; color Tan. e. Plain Steel: Polyester powder coating, color Tan. 6. Prior to bidding, companies will need to do an on-site visit to ensure the doors they propose to install will past form, fit & function requirements. (End of provision) Instructions for Contractor access to Eglin AFB, FL: (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. (b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter is required regardless of the length of visit and will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the contract specialist for processing into the Security Forces data base. Contractors requiring base access for meetings or site visits must complete the Eglin CAB (Contractor Access Badge) Affidavit. Contractors requiring access to work on base will need to complete the Eglin CAB Affidavit and a Form I-9 (Employment Eligibility Verification). These documents must be delivered to the Eglin AFB East Gate Pass and ID Office in a sealed envelope with a point of contact (POC) and phone number on the front of the envelope. You may also mail or FEDX the documents to: 96 Security Forces Squadron, Bldg 272 302 West D Ave Eglin AFB FL 32542 Attn Pass & Registration Anticipate a three-day lead time for Security Forces to process the documents and conduct the required background check. Once the background check is complete, a copy will be returned to the POC listed on the envelope. The prime contractor can provide paperwork for their subcontractor(s) and submit as many documents per envelope as necessary. (c) When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate and social security card to obtain a vehicle pass. All deliveries to contractor work sites on Eglin AFB main base must go through the North Gate, located off SR-85 South. Trucks trying to enter the East, West or the ACC gate will be turned around and told to use the North Gate. Contractors' work trucks carrying equipment and tools are also required to use the North Gate. Vendors must be registered in Central Contractor Registration (www.ccr.gov) before award can be made.
