Description
DescriptionThe Marine Corps Systems Command, Program Manager for Ammunition is conducting market research/Request for information to obtain information about sources capable of providing access to an accredited information system capable of serving as the Marine Corps Supply Class V(W)/Ammunition Total Item Property Record and provide Strategic Level Ammunition Logistics Command and Control C2. Additional capability of providing Automated Ammunition Information Systems Maintenance and Modernization (AAISM&M) support is also sought. Background:The Program Manager, Ammunition maintains an Ammunition Automated Information Systems (AAIS) Portfolio. The portfolio has 2 significant AAIS components which are the Ordnance Information Systems - Marine Corps (OIS-MC) and Marine Ammunition Knowledge Enterprise (MAKE) as well as a Web Page. OIS-MC is the enterprises "Total Item Property Record" for Supply Class V(W)/Ammunition and is currently operating with One Network Enterprises Inc. Platform and Studio proprietary commercial software. MAKE is the enterprises web based knowledge repository and portal for business applications. Services Required:Provide accessibility to an accredited network-centric transaction platform that serves as the Marine Corps Ground Ammunition/Supply Class V(W) Total Item Property Record and capable of performing Strategic Level Ammunition Logistics Command and Control C2. The platform must be capable of enabling Inventory Control Point inventory management processes and providing a strategic level logistics common operating picture. The platform should have the following capabilities:. A robust permissibility framework that determines which entities can read and write which data/transactions;. Operate a many-to-many network;. On-boarded Services, supporting organizations, and/or agencies will be enabled to conduct business with all other on-boarded enterprises, organizations and partners. O(n) model integrations will be required, rather than O(n2) model integrations. This will geometrically increase the value of the network, as each new enterprise, or organization, is on-boarded;. To delegate administration to the individual enterprises, or organizations, thereby reducing administrative burden on the Network "operator";. To manage multiple distinct business processes across multiple involved parties on a single network, enabling a common operating picture ("COP");To hot-deploy new versions of processes and capabilities into the network. Additionally, User and Administrator Manual should be available for each capability in accordance with industry Capability Maturity Model Integration (CMMI) documentation standards. Capable of providing maintenance support for information systems which includes a proven process for handling Problem Ticket Reports (PTR), maintaining a responsive help desk and monitoring required software patches. Capable of executing rapid application development in support of information systems modernization. Experience in facilitating information systems Change Advisory and Configuration Control Boards. Delivery: There cannot be a lapse in service; interested vendors must be able to provide the needed services, without interruption, by January 14, 2010. Additional Information:Interested Firms responding to this sources sought notice must adhere to the following: A.Provide a capability statement demonstrating relevant experience, skills, and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. B.The statement must identify the responder's business size and NAICS code. C.All capability statements must be submitted electronically no later then 1:00pm on September 25, 2009, to wendy.thompson@usmc.mil THE SUBMISSION OF THIS INFORMATION IS FOR INFORMATION AND PLANNING PURPOSES ONLY TO INITIATE COMMUNICATION WITH INDUSTRY AND IS NOT TO BE INTERPRETED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Any forthcoming solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award.
