Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 246-2009-Q-0057 for Physical Access Control for the Clinton Indian Health Center, Clinton, Oklahoma. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This acquisition is 100% set-aside for small businesses. The NAIC code is 561621 and the small business size standard is 100 employees. The FOB point is Clinton Indian Health Center, 10321 N 227 Road, Clinton, Oklahoma 73601. Evaluation will be based on price and past performance. Offerors are to include a completed copy of the provision found at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. Scope of Work for Clinton Indian Health Center Physical Access Control Project Introduction: Project will be to install a complete HSPD-12 compliant physical access control system (PACS) to the Clinton IHS in the Oklahoma City Area Indian Health Service as part of an enterprise system. This system must be compatible with the existing PACS currently operational in the Oklahoma City Area Indian Health Service Area Office. Project Scope: Clinton Health Center: Purchase equipment and conduct the installation of 27 access control doors with all necessary hardware, peripherals, panels, and software for Clinton Indian Health Center. General Requirements: In order to meet the intent of Homeland Security Presidential Directive 12 (HSPD-12), the system components must be FIPS-201 compliant. Additionally, the installed systems must include the same manufactured components of the existing system at the Oklahoma City Area Indian Health Service Area Office to ensure functionality and compatibility. The company must install AMAG components. The system must allow the use of both 26-bit cards and the required PIV cards. This includes the labor for the installation of the hardware and peripherals. All hardware and labor should carry a standard warranty for a period of one year from date of purchase. Additional hardware warrantees should also be made available as options. All IHS responsibilities will ensure that existing equipment or cable to be used is in good and operating condition. All quotes must contain all equipment necessary for a complete and operating system. IHS Responsibilities • IHS will be responsible for the input of cardholder information for the access control systems database. The company will provide training on the specifics of their software data system. • IHS will verify the location and equipment to be installed. • IHS is responsible for contacting the Fire system provider to make the Fire interface termination at the Fire Panel if necessary. • IHS will allow the company access to the areas needed to pull cable, mount hardware and install head end equipment. • IHS will supply network access for system programming. • IHS will supply ports and drops on the network for the access control panel. If a drop is to be installed the company must be able to provide the service. • IHS will supply the company any available information about the existing cable pathways. • IHS will provide electrical power where necessary. Security Company Responsibilities • The company will notify IHS contacts prior to installation to make all necessary arrangements for installation. • The company will install all hardware at the doors. • The company will run a fire interface cable from the access panel to the Fire panel. The company should determine if the fire provider needs to be called out to connect the interface. • Provide all equipment and associated hardware/software as necessary to have a fully functional and operational system. • Provide all installation, programming and termination, except as described. • Provide a one-year parts and labor warranty on the newly installed hardware. Evaluation Criteria • Must use AMAG products to support existing enterprise system • Must provide documentation indicating they have previously installed FIPS 201 compliant system(s) • Must be able to provide technical support and maintenance service contract after installation
