- NAICS Code: 541330 The US Environmental Protection Agency, Office of Acquisition Management (EPA/OAM) is conducting market research for informational purposes only. The intent is to identify potential small business sources (including 8(a), veteran-owned, service-disabled veteran-owned,HUBZone, disadvantaged, and woman-owned small business concerns) with the capacity and technical capability necessary to successfully perform under the requirement described below. The Climate Change Division's requirement is for Technical and Outreach Support Services for Reducing Methane Emissions from Coal Mines. This requirement is a continuation and expansion to the current work provided by BCS Inc. (EP-W-05-061), Raven Ridge Resources (EP-W-05-063), and Advanced Resource International (ARI) (EP-W-05-065) under the "Coalbed Methane Outreach Program (CMOP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. CMOP is a voluntary program within the Climate Change Division (CCD). Work is performed to assess and address global climate change and the associated risks to human health and the environment. An international focus is an important component to CMOP and work has been ongoing in China, Russia, Ukraine, and Poland. The Methane to Markets (M2M) partnership maintains oversight over international activities and EPA is the lead U.S. Agency in the partnership. M2M is a voluntary, non-binding, framework for international cooperation to advance the recovery and use of methane as a valuable clean energy source. The partnership brings diverse organizations such as the private sector, research community, development banks etc. together with international governments to catalyze the development of methane projects in four main areas: landfills, underground coal mines, natural gas and oil systems and agriculture. CMOP work under the auspices of the M2M Partnership include China, India, Mexico, Mongolia, Nigeria, Poland, Ukraine and Russia and possible future countries are Kazakhstan, Vietnam, Indonesia, and South Africa pending inclusion into the M2M partnership for Indonesia and South Africa. www.epa.gov/cmop, www.epa.gov/methanetomarkets and www.methanetomarkets.org. Additionally, work will focus on assisting EPA in the preparation of analyses and assessments of coal mine methane (CMM) project opportunities, technologies, and end uses to facilitate EPA development and implementation of projects in the U.S. other industrialized countries, countries with economies in transition, and developing countries. Work will encompass the identification of cost-effective opportunities to recover Coal Mine Methane emissions in partner countries through the use of best management practices in the recovery and use of CMM. Outreach support to EPA will include involvement in activities in the U.S., other industrialized countries, economies in transition, and developing countries. Technical and analytical support will be needed to promote CMM recovery and utilization worldwide. Coal Mine Emission inventories will be prepared and policy and regulatory support related to methane emissions from coal mines will be required. The current CMOP contracts are scheduled to expire September 30, 2010. Estimated level of effort for this new requirement is between 45,000 and 55,000 labor hours, including all option years. EPA anticipates a time and materials multiple award contract with a one year base and four, one-year option years. The North American Industry Classification System (NAICS) code for this procurement is: 541330 "Engineering Services". The small business size standard for this NAICS category is $4.5 million in annual receipts (or income) as defined under13 CFR 121.104. The purpose of this sources sought notice is to invite interested small business concerns to submit a brief capability statement that details a business approach to meet the requirements described in the draft Statement of Work (SOW). Please note that the word "DRAFT" should be included on the first page of the Statement of Work. This notice is not a request for technical or cost proposals and EPA will not issue an award of a contract on the basis of this notice or reimburse the costs incurred by potential offerors who respond to this notice. Capability statements must address technical competencies, and management/personnel experience relative to: (1) the key task areas in the draft SOW; and (2) the overall business demands of the proposed acquisition for the best mix of cost, performance, and schedules. In addition, capability statements should address the concern's capacity to manage the anticipated volume of work under this requirement. Finally, general financial and organizational information should be provided with regard to the following items: (1) average number of employees of the concern; (2) average annual receipts based on the last three fiscal years; (3) a description of other current business commitments (i.e., contracts, etc.); and (4) a description of the concern's accounting system for estimating and accumulating costs under cost-reimbursement contracts-and whether or not such system(s) have been audited and/or approved by any Government agency. Interested parties should provide a concise capability statement not more than 10 single sided pages. Capability statements should respond to all items requested in this notice to allow EPA to conduct an accurate business assessment. Standard brochures and paraphrasing of the SOW will not be considered as a sufficient response to this notice. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements.
