Solicitation Document SAQMMA09R0360 Statement of Work and Evaluation Factors Synopsis of SOW for Graphics Services for U.S. Climate Action Report The Department of State is coordinating the production of the U.S. Fifth National Communication, entitled the "U.S. Climate Action Report 2010," which is mandated under the reporting obligations of the United Nations Framework Convention on Climate Change (UNFCCC). The report is due to the UNFCCC Secretariat no later than January 1, 2010. Because this report has the potential to reach and influence a global audience of readers, it is imperative that it is clear, succinct, and well-organized and adheres to the guidelines developed by the UNFCCC. The general target audience is national and international organizations concerned with the issue of climate change, including federal, state, and local agencies; businesses; environmental groups; and non-government organizations. The purpose of this work assignment is to obtain professional editorial and graphics support services in the review and production of the Fifth U.S. Climate Action Report 2010. The contractor shall provide editorial and graphics services to facilitate the production of an electronic copy of the U.S. Climate Action Report by December 1, 2009. The General Printing Office will be responsible for printing the report, which will be approximately 100-150 pages in length. PROPOSAL INSTRUCTIONS: This procurement is set aside for SMALL BUSINESSES ONLY under the NAICS code 541430. This will be competed under Simplified Acquisition procedures and the award will be made to the firm offering the best value to the Government. The technical evaluation factors by which each proposal will be evaluated can be found at the end of the attached Statement of Work. The contract type will be firm, fixed-price. THE PROPOSAL DUE DATE IS NOON, EASTERN TIME, SEPTEMBER 22, 2009. Proposals must be on company letterhead and signed by a corporate official who can officially bind the company and verify that the company meets the requirements defined in this RFP.
