Description
The Mission and Installation Contracting Command (MICC) Center- Fort Bragg, NC, intends to issue a Request for Proposal (RFP), for the US Army Installation Management Command (IMCOM) and the US Army Environmental Command (USAEC) to procure Cultural Resources services. This requirement requires the contractor to provide all services and equipment necessary to perform environmental services in support of Cultural Resources to meet environmental requirements throughout IMCOM. This acquisition will provide contract environmental services to satisfy the needs of IMCOM Regions, IMCOM installations, the USAEC, and other organizations (to include the US Army Corps of Engineers) that may require support under this acquisition. Cultural Resources requirements are broad and include three categories: (1) Survey, Inventory, and Evaluation of Historic Properties and Cultural Resources, (2) Treatment of Adverse Effects to Historic Properties and Cultural Resources, and (3) Design and Execution of Cultural Resources Management Activities. Support provided under these task areas will assist the Army in complying with federal, state, local, DOD and Army requirements to include the National Historic Preservation Act, National Environmental Policy Act, Native American Graves Protection and Repatriation Act, Archaeological Resources Protection Act, Executive Orders and other related laws. Representative tasks include, but are not limited to: research, inventory and evaluation of historic properties, mitigation of adverse effects, artifact curation, condition assessments, Native American consultation, project monitoring, public outreach, publications and training facility personnel. The following performance areas are excluded from this acquisition: "Management and professional services provided by contractor personnel routinely working at the Army facility "Environmental compliance outside the area of cultural resources (covered by a separate acquisition) "Natural Resources (covered by a separate acquisition) "Representing the US Army in negotiations or discussions with regulators or stakeholders "Purchase of equipment for installation use, other than sampling or monitoring equipment The anticipated period of performance for this requirement will consist of a basic ordering period of 2 years (February 1, 2010 or date of award, whichever is later, through January 30, 2012), a 2-year optional ordering period (February 1, 2012 through January 30, 2014), and one 1-year optional ordering period (February 1, 2014 through January 30, 2015) for a total of a 5 year ordering period. The Government intends to award multiple indefinite delivery, indefinite quantity contracts to support this initiative. Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation will apply to this acquisition. The requirement will be totally set aside for small business concerns. The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services with a size standard of $7.0 million. MICC Center - Fort Bragg anticipates issuing RFP W91247-09-R-0017 on or around 28 September 2009. The closing date for submission of proposals will be contained in the solicitation. Offerors must be registered in the Central Contractor Registration (CCR) database prior to award of a government contract, http://www.ccr.gov. Failure to register in CCR will make an offeror ineligible for award. The RFP will be available at the Army Single Face to Industry (ASFI) website: https://acquisition.army.mil/asfi.
