- The Marine Corps Systems Command, Program Manager for Ammunition desires to procure eight (8) M58A4E1 and eight (8) XM 651 Linear Demolition Charges (LDCs) for qualification testing. The M58A4E1 LDC is an Insensitive Munitions (IM) version of the M58A4 (DODIC M913) LDC. The XM 651 is an IM version of the M59A1 (DODIC ML25) LDC. The M58A4E1 and the XM 651 LDCs are identical with the exception of packing configuration and shipping container. The changes for the M58A4E1 relative to the M58A4 (DODIC M913) and for the XM 651 relative to the M59A1 (DODIC ML25) LDCs are the following:* Two (2) strands of PBXN-8 detonating cord pass through the entire length of the demolition section rather than two strands of PETN detonating cord.* There are four (4) Composition A-5 loaded relay cups rather than (16) PETN loaded relay cups.* The entire length of the demolition section is over braided with a polyester weave (over-braid) rather than encased in two nylon socks.*A cable cutter is incorporated in the arresting cable. The LDC is a rocket-towed, linear demolition charge designed to provide a clear path for combat vehicles during minefield and barrier breaching operations. The total unpacked length of the LDC is 555 feet. The demolition section is 350 feet long. The arresting cable is a nylon rope and incorporates a cable cutter. The arresting cable is 205 feet long. The demolition section consists primarily of a 3/4-inch nylon core rope, 700 Composition C-4 (C-4) demolition blocks, and two strands of PBXN-8 Detonating Cord with Composition A-5 loaded relay cups at each end. The total explosive weight of the demolition blocks is 1,750 pounds. The blocks are attached to the core rope similar in appearance to a linked sausage. The blocks are over-braided with polyester weave. The two strands of detonating cord pass through the entire length of the demolition section. The M58A4E1 LDC is packed in a steel container (the same container as M58A4 (DODIC M913)) which serves as both a storage and transportation container. The XM651 LDC is packaged in an aluminum and steel container (the same container as M59A1 (DODIC ML25)) that serves as both a storage and transportation container. The major manufacture processes are extrusion of C-4 pellets, fabrication of the PBXN-8 detonating cord and the Composition A-5 relay cups, assembly and over braid of the demolition section, and packing the demolition charge in the container. Note that the M1134A4 fuze (DODIC ML82) and the arresting cable with the cable cutter are part of the LDC procurement. All contractors who provide goods and or services to the DoD must be registered in the Central Contractor Register (CCR). Any forthcoming solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offerors ineligible for award. Firms should include literature, brochures, and capabilities summaries directly addressing their ability to meet the aforementioned needs. Firms are to state their business size, NAICS Code, and identify a corporate point of contact. Interested sources may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, past performance, and their capability to provide test units upon request no later than close of business 4:00 PM EST, 25 September 2009 to Commanding General, Marine Corps Systems Command, Attn: Code PMM 2041, 2200 Lester St., Quantico, VA 22134.
