- The Mission and Installation Contracting Command (MICC) Center, Fort McPherson, GA, intends to award a firm-fixed price contract on a sole source basis with General Dynamics Information Technology Inc. for the period 11 September 2009 through 10 January 2010. Contractor support for force assessments Army Force Generation (ARFORGEN) Synchronization Processes. Contractor is required to provide services, coordinate with Joint Forces Command (JFCOM), Headquarters Department of the Army (HQDA) Staff and other Army elements on ARFORGEN assessment / synchronization issues. Contractor Manages and updates Army Sourcing Lay-down via various decision support tools. Contractor researches, develops and provides informational updates on Global Force Management to United States Joint Forces Command (USJFCOM). Contractor is required to monitor and track Joint Force Provider Time-Phased Force Deployment Data (TPFDD) issues. Contractor maintains continuous liaison with Analysis, Modeling and Simulation in the Development of Automation Decision support tools in support of the Force Generation and Synchronization Process. Contractor assists with Army Initiative 4: Transition the Reserve Component to an Operational Force, as required. Additionally, the contractor provides Request for Forces availability and risk assessment in support of Operational Plans Branch ability to resource Combatant Commander (COCOM) demand for Army conventional forces. Contractor provides Mob-Demob analysis and policy reviews in accordance with Army Campaign Plan (ACP)/ARFORGEN to include interface with Department of the Army, Military Operations Operations, Readiness, Mobilization Directorate (DAMO-ODM), First Army, United States Army Reserve Command (USARC) and the National Guard Bureau (NGB). Contractor Provides updated implementing plans for mobilization/demobilization. Contractor maintains accuracy / currency of Global Command and Control System Army (GCCS-A) mobilization databases and provides data extraction and analysis. Contractor serves as coordinator of ARFORGEN mobilization transformation initiatives. Contractor provides technical direction for ARFORGEN Synchronization Tool (AST) development. Contractor enhances/sustains FORSCOM Sourcing Tool (FST) to meet evolving ARFORGEN requirements. Contractor provides functional expertise for On Line Analytical Processing (OLAP) used for ARFORGEN analytics. Contractor maintains Data Dictionaries/Libraries. This sole source requirement will be procured under Standard Form 1449 Solicitation Contract Order for Commercial Items procedures. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. This sole source is to prevent delay in US Army FORSCOM mission and only one contractor can provide services at this time. The Government intends to do future service utilizing Department of the Army Civilian employees.
