Description
NASA/GSFC has a requirement for one(1)calibrated noise source (C/N Generator, 30MHz-2 GHz)with a make before break carrier attenuator option.NASA/GSFC intends to purchase the items from Micronetics pursuant to FAR 13.106 for theacquisition of supplies or services determined to be reasonably available from only onesource. The Micronetics calibrated noise source(CNG 1015) has the required wide noisebandwidth (approximately 1970 MHz (from 30 MHz to 2GHz). This bandwidth will allow theunit to be operated as a noise source for both the 1.2 GHz and the 720 MHz IF ranges usedby the NASA space and near-Earth networks. The projected future data rates for the NASAnear-Earth network, 1.5 Gbps rate and higher, will require a noise bandwidth of at least1.5 GHz which the CNG1015 is capable of providing. The Micronetics CNG1015 also has abuilt in power meter and computer controlled automatic calibration unit which calibratesthe unit automatically.The Government intends to acquire a commercial item using FAR Part 12.DO Rating is DO-C9. The synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00 p.m. local timeon September 25, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRogenia.M.Burton-Penderga@nasa.gov no later than September 17, 2009 or via facsimile at301-286-1720.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
