- NASA/ARC has a requirement for Ultraviolet Spectrometer (UVS) design and test insupport of the planned Phase B of the Lunar Atmosphere Dust Environment Explorer (LADEE)UVS instrument. Support is required in the following areas:1.1.The Contractor shall provide UVS thermal design support including, support ofmeetings, documentation review, test procedure and results review, and mechanical layoutsupport.1.2.The Contractor shall support UVS aperture door design support, including supportof meetings, documentation review, test procedure and results review, and mechanicallayout support.1.3.The Contractor shall support UVS calibration design and activities, includingdevelopment support of UVS calibration procedures and tools and analysis of test data. Support shall include one, two day trip to NASA Ames for a technical exchange meeting. The date of the trip shall be at a time agreed to by the Contractor and the Project at atime after contract award.1.4.The Contractor shall provide a integrating sphere calibration system that has thefollowing specifications:1.4.1.Wavelength range at least between 300 800 nm1.4.2.Uniform to < 4%1.4.3.Able to be used with the UVS limb telescope at a range of 36 inches1.4.4.Portable1.4.5.Ability to measure sphere output at each wavelength with an interval of at least1 nm.1.4.6.External and exchangeable lamps1.4.7.Two (2) spare bulbs of each type (uncalibrated)1.4.8.Operating software compatible with PC Windows.1.5.The Contractor shall support UVS Project reviews, including the UVS Table TopReview (one day) In August 2009, the UVS Preliminary Design Review (one day) inSeptember, 2009 and UVS Critical Design Review (one day), in January, 2010.1.6.The Contractor shall provide a polarizing insert for the UVS solar view thatmeets the specifications to be agreed to by the Contractor and the UVS Project by August,31 2009.1.7.The Contractor shall provide three (3) 1 meter long, un-bifurcated, steel-clad,300 micron, 0.12 Numerical Aperture (NA) fiber optic Engineering Test Units (ETU).1.8.The Contractor shall provide one (1) 1 meter long, bifurcated with the breakouthalfway along the cable length, steel-clad 300 micron, 0.12 NA fiber optic ETU.1.9.Separate calibration source for wavelength position calibration across 250-800 nmwhich can be attached directly to the UVS fiber optic.NASA/ARC intends to purchase the items from Aurora Design and Technology,Inc. byauthority of FAR 13.106-1(b)1, One source reasonably available. As the instrumentprovider for Lunar CRater Observation Sensing Satellite (LCROSS), and the LADEE ProjectUVS Phase A activity, Aurora Design and Technology is uniquely qualified to provide a therequired instrument which meets the needs, technical, schedule and cost, of the LADEEsatellite project. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 09/23/2009.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
