- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is being issued using simplified acquisition procedures and is issued as Request for Quotation (RFQ), identified as FDA-RFQ-1056491. The simplified acquisition threshold is $100K. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-36. It is anticipated that the award will be made for a two year (24 months) period. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 611310. The Food and Drug Administration intends to award a purchase order on to Johns Hopkins University for human resource development as 12 month residency rotations. This notice of intent is not a request for quotations. Sources interested in this requirement must a provide statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met. A determination by the Government not to compete the proposed purchase order based on responses from this notice is solely within the discretion of the government. Information received will normally be considered solely for the purposed of determining whether to conduct a competitive procurement. STATEMENT OF WORK: The Food and Drug Administration (FDA) intends to award a purchase order to employ two to four residents for a one, two, or three month education employment experience (rotation) under the supervision of medical guidance of medical staff within the Center for Drug Evaluation and Research, FDA. The residents will be selected by offices within the Center as a need for their rotation is identified and specific duties are defined. The residents shall learn the regulations and procedures for collection, processing and review of post-marketing safety reports submitted to FDA’s Adverse Event Monitoring System and shall help develop a contingency plan for triage, processing and review of incoming spontaneous post-marketing drug adverse events during an Influenza Pandemic. The preceptors and mentors will be named at a later date and specific duties will be assigned as Residents are selected. The contractor shall have an established university-based preventive medicine residency program, and be able to provide a pool of academically excelling students. Residents shall be able to fully access and use their university’s academic resources, and not be restricted because of the contractor’s location. NUMBER OF RESIDENTS: Two (2) to four (4) residents PAYMENT SCHEDULE: The unit price will be “month”, and the quote shall provide the residency fee per month. A total of twelve (12) months will be funded over a two (2) year period. PERIOD OF PERFORMANCE: The period of performance shall be for two (2) years. One (1), two (2), or three (3) month rotations will be served within the two year period. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information. RESPONSES DUE: All responses from interested parties must be emailed to: zetherine.gore@fda.hhs.gov. Responses shall include a quote. Please provide a Tax Identification Number and Duns Number. All contractors must be registered in the Central Contractor Registration (CCR). No Phones Calls will be accepted. Responses/quotes must be received by 2:00 P. M. local time on Monday, September 14, 2009. ANTICIPATED AWARD DATE: The anticipated award date is September 16, 2009; however, all dates in this announcement are subject to change.
