Description
Request for Information (RFI).The Naval Facilities Engineering Command, Hawaii (NAVFAC HI) will host an Industry Forum October 29, 2009 from 10:00 AM HST to 4:00 PM HST. The forum will be extended to 30 October 2009, as needed. The intent of the Industry Forum is to identify potential offerors capable of delivering Renewable Energy Projects that meet the energy demands at Pacific Missile Range Facility (PMRF), Barking Sands, Kauai, Hawaii as discussed in the following paragraphs. This RFI announcement is for information and planning purposes only. This is not a request for proposals and no solicitation will be issued at this time. All information submitted is at the Potential Offeror's own expense. No basis for claim against the Government shall arise as a result of a response to this Request for Information Notice. The Industry Forum will focus on presentations of viable technology application and concepts capable of generating at least1.5 MW or greater of firm renewable power that is available 24 hours, 7 days a week. Power should be made available at less than the prevailing local utility rate. Concepts that can meet or exceed PMRF's existing electrical load and are capable of easy expansion to meet future increases in electrical load are highly desirable. It is requested that each Potential Offeror make a 30 minute presentation that provides the detail and discussion points of the specific technology and facility application recommended to meet the above requirements. Presentations should be as clear as possible to ensure the concept recommended is well understood within the time window provided. Only Offerers that respond to the RFI and submit a Statement of Interest Questionnaire will be allowed to make presentations. Offerors will not be allowed to witness other Potential Offerer's presentations. It is the Navy's intent with this RFI to receive Industry's input as stated in the Statement of Interest Questionnaire. Marketing brochures or elaborate descriptions of the company are neither necessary nor desired. All information submitted will be considered proprietary and for Official Government Use Only. Interested parties are encouraged to mark their submissions accordingly To register for the Industry Forum, please complete the attached Statement of Interest Questionnaire and return it by email to Ms. Christine Asuka at Christine.asuka@navy.mil no later than October 9, 2009. Please also inform us if special accommodations are needed for you to attend. The Navy desires to acquire power generated from renewable/alternative fuel sources, and renewable energy sources as defined in Executive Order 13423. Renewable energy includes energy produced by solar, rooftop solar, wind, biomass, landfill gas, ocean (including tidal, wave, current and thermal), geothermal, municipal solid waste, or hydro to include hydroelectric generation capacity. Other points of interest for consideration include: - Renewable concepts that incorporate various forms of energy storage. - Hybrid renewable systems - Combined Heat and Power (CHP) or other technologies that increase the project's energy efficiency and reduce the energy purchase rate. Currently there is an estimated 250 ton daytime cooling load). Energy displacement projects, such as solar water heaters that displace heating energy, are not part of this scope, unless innovatively combined with another generating technology. PMRF covers a land area of 31,352 acres of land. The installation operates an active runway and off shore ranges that support multiple training, research and development, testing and evaluation, and operational missions for the US Government and its allies. The PMRF main base facility has approximately 240 industrial classified buildings (584,500 SF) and 55 family style housing units (92,579SF). The installation's fossil fuel power plant can generate up to 2.2MW of instantaneous power. Proposed energy concepts shall attempt to minimize impacts to PMRF's operational capabilities. The installation's current electrical energy load is approximately 2.2 MW. Future and new pending mission requirements will require significant increases to the electrical load and the current electrical infrastructure may not be able to accommodate the potential load growth. The current blended electrical rate provided by KIUC is approximately $.28/kWh. The Navy desires that the generation plants be developed, constructed, owned, operated and maintained by a non-federal government entity or entities. The Navy desires to purchase power without any direct interest in the ownership or responsibility for the operation or maintenance of the generation assets. The Navy may consider several procurement authorities and contract formats to accommodate this acquisition; for example, a Power Purchase Agreement (PPA), a Public Private Venture (PPV), and/or an Enhanced Use Lease (EUL). Contract durations with amortization can extend from 15-25 years. The Navy may consider other alternatives if deemed beneficial to the Government. Attachments provide potential sites and the relationship of the electrical system to the available sites. Specifically, the Navy is currently interested in identifying risks and advantages associated with awarding a contract(s) for the procurement of power, including, but not limited to, awarding a contract within a timeframe where current Federal and State Tax Credits can be applied.
