- The U.S. Environmental Protection Agency, Office of Chief Financial Officer (OCFO) is conducting a Sources Sought/Market Survey FOR INFORMATION PURPOSES ONLY, to determine if small and small disadvantaged businesses, woman owned, hub zone or service disable veterans owned business possess the necessary technical capabilities to support the OCFO's Business Intelligence Reporting Tool Assistance needs.THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NOT SOLICITATION AVAILABLE AT THIS TIME. HOWEVER A DRAFT STATEMENT OF WORK(SOW) IS AVAILABLE, RESPONSES SHALL NOT EXCEED 50 PAGES AND STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE TECHNICAL ASSISTANCE AS DEFINED BELOW. EPA'S OFFICE OF CHIEF FINANCIAL OFFICE is required to provide informational data regarding the Agency's budget, financial, performance and administrative activities. This data is provided using the Agency's business intelligence software. Requirements will be to provide (1) Project Management to the overall effort; (2) conduct software and hardware implementation activities Agencywide, such as identifying, installing, configuring, maintaining and coordinating hardware and software installation as well as system testing (3) consult on or conduct beginning to end data modeling or data development; (4) conduct development, enchancement and maintenance using standard system life cycle methods and conduct requirements gathering activities; (5) collaborate with EPA employees and others to develop planning materials and participate in planning sessions; (6) support American Recovery and Reinvestment Act reporting; (7) define and develop portal and executive management dashboard; (8) re-write ORBIT reports based on new financial management system; (9) develop and manage Change Management; (10) develop customer help processes and tools; (11) develop and conduct training and awareness materials; (12) support Disaster Recovery; (13) provide A-123 support; and (14) support security concerns directly and indirectly. Vendors with the capability of providing services defined in the SOW are invited to submit, in writing, sufficient information within the page limitation (50 pages) which demonstrates their ability to fulfill the requirement, Responses are necessary to demonstrate capabilities/expertise in all aspects of the SOW.
