Description
In accordance with the authority contained in FAR 6.302.1, the Federal Railroad Administration (FRA) intends to negotiate a fixed priced sole source contract with Decisiontek, LLC of Rockville, Maryland for Phase III software revisions for the Generalized Train Movement Simulator (GTMS) software developed previously by Decisiontek, LLC. Under Phase III, the GTMS software will be augmented to be a comprehensive stand along too designed to support analyses of safety regulatory requirements with a particular emphasis on exposure to accident risk associated with the implementation of Positive Train Control (PTC) systems. The Phase III GTMS will introduce failure probabilities, including the probability of human error, to the Phase II GTMS Platform. The augmented system will simulate railroad safe operations, accidents, and rare events over a 20-year time horizon and generate a full set of operational and safety metrics including probability density functions. Statistical methods to be utilized will generate robust results and optimize computer run times. This is not a competitive procurement and no written solicitation is available. The period of performance shall extend twelve (12) months from the date of award. Decisiontek, LCC has proved its unique expertise in all the necessary requirements (listed below) to successfully make changes to the GTMS code. The current GTMS has been validated and verified by FRA COTR, BNSF and CSXT Class 1 railroads. a. Domain expertise in transportation and railroad economics; expert knowledge of railroad operations, railroad-specific operating rules (GCOR Form A and B), and all railroad signaling systems; expert knowledge of the Volpe Center Train Performance System (mathematical algorithms that define dynamic train movement), train routing and braking algorithms, and the relationship between train engine throttle position and fuel consumption; PhD-level expert in stochastic processes and statistical methods including rare event simulation and importance sampling; PhD-level expert in graph theory, ability to convert standard Class 1 railroad infrastructure data into customized node network that is mapped to the signaling-system-specific dispatcher strategies and algorithms. Expert in linear programming able to simulate all methods listed above, up to 65 trains a day, and accidents and rare events over a twenty year time horizon. Ability to store and present in a user friendly format data describing all 20 years of simulated train movement. Decisiontek, LLC has demonstrated expert knowledge of computer system performance optimization. b. Expert knowledge of the complex, multi-tiered, GTMS application and integrated technologies (VB.Net, Dundass Charts, SQL Server 2005, Terminal Services, x64 platform) and able to manage, maintain, and revise the program in a cost efficient way. c. Decisiontek, LLC has demonstrated in-depth knowledge of the Class 1 Railroads operating environment, as well as detailed knowledge of current and proposed signaling system. Note that the Class I Railroads have provided significant time and resources (computer labs, staff time, and travel expenses) and advocate continued Phase III GTMS development by Decisiontek, LLC.
