- Evaluation Criteria Statement of Work THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Clinical Center at the National Institutes of Health, Department of Clinical Research Informatics intends to negotiate on a sole source basis, under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 a contract for 24x7x365 MLA Novell Managed Objects support. The vendor will provide onsite support and no-cost application updates and upgrades along with email notifications of any updates. 24x7x365 coverage for telephone technical support and an escalation process for critical issues. The Clinical Center utilizes Novell's managed objects application as a means to provide a web based system monitoring portal in our Clinical Data Center. The portal provides a drill down capable overview of the status of all the servers and network equipment in operation in the data center. The portal has interfaces to CA Unicenter and Cisco works which supplies the portal with the information in the view. The North American Industry Classification System (NAICS) Code is 511210 and the threshold is $25 million dollars. The anticipated period of performance will be a base year plus 4 option years. The Managed Objects portal Application is proprietary to Novell who developed it and Novell does not allow 3rd party maintenance and will not release their source code to other entities. It is critical that the system continues to be maintained by Novell who is the only source capable of providing the necessary maintenance including making revisions to the source code as circumstances may dictate. Because the system helps support the patient critical patient care activities, it is deemed a mission critical system for the Clinical Center. The proprietary status of the system to the Novell clearly demonstrates that they are the only firm qualified to perform the required maintenance services. A Market survey was conducted in July 2009 This notice is not a request for competitive proposals; however all responses received within 5 days from the date of the publication of this synopsis will be considered by the Government. Interested parties may identify their interest and capability in writing to Mr. Brian Lind at the address stated above. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. There is no solicitation package available.
