- Description
- NASA Goddard Space Flight Center (GSFC) has a requirement to continue Geophysics,Geodynamics, and Space Geodesy support services. The work is categorized as follows: 1)Geodynamic, Geomagnetic, and Planetary Studies; 2) Altimetry and Remote Sensing; 3)Software Development and Maintenance; and 4) Data Centers. Specific work elements within these categories are described as follows: instrument development; softwaredevelopment and maintenance; data collection, archiving and dissemination; scientificdata analysis, modeling and interpretation; reports and presentations of scientificresults; public outreach and education; and associated technical and administrative work. NASA intends to award a sole-source contract modification to SGT, Inc. pursuant to 10U.S.C 2304(c)(1), Only One Responsible Source, in support of NASA's Goddard Space FlightCenter (NASA's GSFC) Earth Sciences Directorate. GSFC intends to increase the IDIQmaximum ordering value of the current contract NNG06HX14C with SGT, Inc. to allow for thecontinuation of services for the ordering period of year 5 (February 1, 2010 thru January31, 2011). The increase in the maximum ordering value is necessary due to the growth on the GGSGcontract which reflects the large and multi-disciplinary scope of GSFCs interests. Giventhe multidisciplinary focus of this program, GSFC anticipates continued growth as moretasks are undertaken throughout the remaining period of the contract. SGT, Inc., as the current incumbent, has the combined training, experience, and expertiseto provide uninterrupted continuation of mission critical support. Due to the time andsubstantial duplication of costs involved in procuring and phasing in another contractor,SGT is considered the only contractor that can meet GSFCs needs given the short periodof performance remaining on the contract. Interested organizations may submit theircapabilities and qualifications to perform the effort in writing to the identified pointof contact not later than 4:30 PM. ES on September 23, 2009. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.An Ombudsman has been appointed.
