Description
It is the intent of the CECOM Contracting Center Washington Sector, on behalf of the PM Mobile Electric Power to modification contract number W909MY-06-C-0032 with DRS Sustainment System of Florence, KY to reinstate options for performance of First Article Testing, Initial Spare and Repair Parts and associated data for the 60k Improved Environmental Control Unit (IECU) low rate initial production. The modification will be issued on the basis of other than full and open competition, one responsible source. It has been determined that DRS Sustainment Systems is the Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required First Article Testing, Initial Spare and Repair Parts and associated data for the 60k Improved Environmental Control Unit (IECU) low rate initial production shall be considered by the agency. Responses shall be no longer than ten (10) pages and provided in Microsoft Word compatible format. Responses shall be submitted via email to james.boehm1@us.army.mil within 10 calendar days of the date of this notice. The email subject line should include the phrase W909MY-06-C-0032, FAT Testing Response to Presolicitation Notice. All requests for further information must be in writing and via email to the above address; telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
