Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Pediatric Oncology Branch, Oncogenomics Section plans to procure on a sole source basis REPLI-g (whole genome amplification services) from Qiagen, 27220 Tumberry Lane, Suite 200, Valencia, CA 91355. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 621511 and the business size standard is $13M. The period of performance shall be twelve (12) months from date of award. The Oncogenomics Section of the Pediatric Oncology Branch is currently searching for the molecular biomarkers and novel targets for pediatric cancers using variety of genomic approaches. One of the valuable research resources are the tumor samples and materials derived from these precious samples which have been collected by the section over years. Due to the rarity and limited amount of these clinical samples, careful planning and use of the samples are keys for clinical researches conducted in the section in order to make these irreplaceable samples available for new genomic technologies. Genomic DNAs from tumor or control normal blood (germ line DNA) are such valuable materials for on-going research; before exhaustion of these precious irreplaceable genomic DNA from patients' samples, the Branch would like to use whole genome amplification methods to amplify DNA for archiving as well as making them available for some genomic technologies which require a large amount of DNA such as in the next-generation sequencing. In this project, the Pediatric Oncology Branch proposes to amplify and store tumor DNA samples using the DNA amplification service (REPLI-g) provided by Qiagen. The REPLI-g amplification procedure relies on multiple displacement amplification (MDA) method using Phi-29 DNA polymerase to produce 100 ug or 500 ug yields from 100ng of starting material. The use of Phi-29 DNA polymerase method avoids the shortcomings of adaptor-based PCR whole genome amplification method which is deleterious for the next-generation sequencing due to the artificially over representation of common primer sequences. This feature is critical to ongoing research such as next-generation re-sequencing. Therefore the Qiagen REPLI-g service provides the most accurate, highest quality process for amplifying genomic DNA and should provide an adequate sample for ongoing and upcoming projects. Qiagen is the leading and reputable manufacturer of making DNA, RNA purification and amplification kits in the market. Qiagen is the only company providing multiple displacement amplification service using the Phi-29 DNA polymerase method in United States. The service includes strict prior and post amplification QA/QC criteria to ensure the quality of the amplified samples. Accordingly, Qiagen is uniquely qualified to provide this service. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on September 24, 2009. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
