Description
This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This contract will allow continued performance within the scope of the incumbent contract for this ongoing program of record. Under the proposed action, Northrup Grumman Information Technology (NGIT) will provide exercise support for eight existing TACSIM Suites. This effort includes TACSIM software programmer exercise support for several Army Battle Command Training Program (BCTP) warfighter exercises at Fort Leavenworth, Kansas; Fort Hood, Texas; Fort Bragg, North Carolina; Fort Lewis, Washington; United States Forces Korea; and the Joint Military Training Center (JMTC) in Grafenwoehr, Germany. In addition, Northrop Grumman will provide software sustainment modifications in accordance with requirements for Joint Land Component Constructive Training Capability (JLCCTC) Version 4 through 6 (for multi-sided operation, de-aggregation), software sustainment modifications to meet Joint National Training Capability (JNTC) and Joint Theater Level Simulation Higher Level Architecture (JTLS HLA) interoperability, TACSIM software programmer participation in Joint Training Confederation (JTC) All Actors Integration (AAI) and Confederation Test (CT) events and JNTC and JTLS major joint exercises, and coordinated JLCCTC Version 4 through 6 TACSIM Tier 1 site delivery. Additionally, this new award allows fielding support for installation and new equipment training (NET) to JLCCTC sites as directed.
