- Solicitation Westinghouse Anniston (WA) is soliciting cost proposals for a vendor to perform the following scope of work: Semi-Annual Preventative Maintenance and Emergent Locksmith Services WA reserves the right not to award a subcontract after receipt of proposals. The subcontract number assigned to this solicitation is WA-FY09-AR-458 and must be added to the Description section of your liability insurance certificate. STATEMENT OF WORK Provide all labor, materials, tools, equipment and supervision required to perform the below scope. Vendor is to perform preventative maintenance as a minimum, semi-annually (at six month intervals) or emergent services as required. •1. Semi-annual maintenance on all locks. •a. Maintenance of each lock requires disassembly, cleaning, inspection and reassembly of lock cylinders. •b. Contractor will use only break-free CLP aerosol cleaner, penetrating lubricant and preservative to perform maintenance. •c. Key users will bring padlocks with keys to the contractor for maintenance. •d. Contractor will remain in vehicle with WA supplied escort and perform the preventative maintenance on one (1) lock at a time under the supervision of the supplied key user. •e. At no time will the contractor be allowed to have unsupervised access to either the key or the lock. ** •f. This process will be repeated until all locks have received the required maintenance. ** It is prohibited by Army regulations for the Contractor to know the location of the locks in use. •2. Cut new keys, standard and speciality locks, as required. •3. Lock re-keying, as required •4. Lock combination changes, as required •5. Emergent/emergency service calls response capability, 24 hours a day, 7 days a week.
