Description
RECOVERY--The work will consist of constructing the first phase of a medical center replacement and central utility plant on the athletic field site adjacent to the existing hospital campus. Primary facilities include the medical center, central utility plant, and building information systems. Supporting facilities include site work, parking, utilities, and relocate existing athletic fields. The facility will be designed in accordance with Unified Facilities Criteria (UFC) 4-510-01, DoD Minimum Antiterrorism Standards for Buildings, UFC 4-010-01, American with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG), and applicable energy conservation legislation. Operations and maintenance manuals, commissioning, and comprehensive interior design will be provided. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Access for persons with disabilities will be provided. Comprehensive building and furnishings related interior design services are required. Air Conditioning (Estimated 300 Tons). The project magnitude is over $500,000,000.00. All applicable contract clauses pursuant to the American Recovery and Reinvestment Act of 2009 including Buy American Requirements for Construction Material, Whistleblower Protections, Publicizing Contract Actions, Reporting Requirements, and GAO/IG Access pursuant to Federal Acquisition Circular (FAC) 2005-32 as published in Federal Register March 31, 2009 will be included in the solicitation/contract. The acquisition method for this project will be 2 Phase Design Build IAW FAR Part 36.3. After Phase 1 evaluation of proposals, up to three contractors will be selected to participate in Phase 2. The Government anticipates announcing Phase 2 selections by 30 November 2009 and Phase 2 issuance early March 2010 and Phase 2 contract award by 31 August 2010. A $250,000 stipend will be available for qualified Phase 2 proposals. The evaluation factors are as follows: Phase 1, Corporate Relevant Specialized Experience, Past Performance, Technical Approach Narrative; Phase 2, Building Function and Aesthetics, Quality of Building Systems and Materials, Site Design, Sustainability Requirements, Proposed Contract Duration and Summary Schedule, Key Subcontractors, Utilization of Small Business Concerns. Estimated Design and Construction period is approximately 1,000 days. Small and Small Disadvantaged Subcontracting Plan will be required from large businesses utilizing Fort Worth District goals as follows: Small Business - 70%,Small Disadvantaged Small Business - 6.2%, Women-Owned Small Business - 7.0%, HUBZone Small Business - 9.8%, Veteran-Owned Small Business - 3.0%, Service-Disabled Veteran-Owned Small Business - 0.9%. The North American Industrial Classification System (NAICS) code applicable to this project is 236220, Commercial and Industrial Building Construction which corresponds to SIC 1542. The Small Business Size Standard is $33.5 Million. It is anticipated that the solicitation will be available on or about October 1, 2009.
