- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W45CML92376300 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 423440 with a small business size standard of 100.00 employees. This requirement is a [ Total HUB-Zone ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-09-12 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be North Fort Hood, TX 76544 The USA ACA Fort Hood requires the following items, Meet or Exceed, to the following: LI 001, Description: 42Wx24Dx78H Overall Size cabinet provides 45 cubic ft. of storage space for equipment and uniforms. These units need to have open air circulation, easy visual inspection of contents, and a secure latching mechanism. Lockers are to be welded at seams and joints with exposed welds sanded smooth. No bolts, screws or rivets are to be used in assembly of the lockers. Sides and partitions: Constructed of 1-inch by 1-inch by 1/8-inch steel angle iron frame with inch, 13 gauge, bond sheared, flattened expanded metal welded to steel angle frames providing 73% ventilation per square inch. Formed sheet steel locker frames are not acceptable. Exposed End Panels: Constructed of 1 inch by 1 inch by 1/8 inch steel angle iron frame with 16 gauge sheet steel welded to steel angle frame. Backs: 18 gauge solid sheet steel, welded to frames of sides and intermediate partitions. Shelves: Constructed of 16 gauge cold rolled sheet steel. Each unit comes with one fixed shelf placed at 12" below the top of the locker. Intermediate Partition: A 16 gauge, formed, solid sheet steel divider will continue to the locker bottom creating a 24 uniform compartment with a clothes rod made of one inch chrome plated tubular steel clothes placed 4 inches below the shelf,and (3) single coat hooks. On the other side of the divider, there will be (3) 18 inch, equally spaced shelves welded in place. Doors: Two doors made of 14 gauge. cold rolled steel with double return bends on the vertical sides and a single return on the top and bottom. Doors will have diamond perforation providing 37% ventilation per square inch. Latching: "Sentry I" type latching, 3-Point/3-Side "Cremone" (brand name) type Latch. provide an unbreakable steel handle securely welded to a three point Cremone type latch mechanism. Latching rods 3/8 in diameter shall engage top and bottom edge of locker frame. A 3/16 thick center washer shall engage locker jamb, enabling door to latch on three sides. Mechanism must be welded to the door for maximum durability and must be compatible for both padlocks and built-in deadbolt locks. Reinforced Bottoms: Provide 16 gauge spacer channel welded to locker bottom from front to back for a more secure installation (when closed bases are not used). Finish: Complete locker unit to be thoroughly cleaned, phosphatized and sealed, finish will be baked pure TGIC polyester powder coat with a minimum cured mil thickness of 2-3 mil. Color of lockers shall be a desert sand beige. Adjusting: Upon completion of installation, inspect lockers and adjust for proper door and locking mechanism operation. Warranty: Locker manufacturer shall warrant the locker for the lifetime use of the original purchaser from date of shipment. Warranty shall include all defects in material and workmanship, excluding finish, vandalism and improper installation., 2700, EA; For this solicitation, USA ACA Fort Hood intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Fort Hood is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
