Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) in behalf of the U.S. Army Medical Research & Materiel Command intends to procure on a sole source basis biotechnology microbial compounds from Athen Biotechnology, Inc., Newark, DE 19711. The specific microbial compounds are purified plant root extracts and are product numbers: 19C8, 30mg; 5D8, 10 mg; and 2F6, 10 mg. Athena Biotechnologies, Inc. is uniquely qualified to provide the specific partially purified plant root extracts for scientific research as their compound identities and preparation process is proprietary. It was from a library of 2400 compounds, procured previously under open and full competition, that the U.S. Army Medical Research Institute of Infectious Deseases (USAMRIID) screened and selected the three listed compounds now required for further study at USAMRIID. While other sources may ostensibly be able to prepare and provide partially purified plant root extracts, such alternatively sourced material would not meet Army requirements of identity, purity, and quality as was previously identified, and therefore could not provide the required compounds. Attempted re-supply of similar material without alteration would lead to unnecessary and avoidable waste of U.S. government funds, labor, time and material and would cause irreparable damage to on-going research in progress and ultimately would result in serious injury to the Government. Most importantly, such competition would not be possible since USAMRIID does not yet know the identities of the required compounds and could not advertize minimal essential specifications. Intellectual property (IP) held by the vendor for these compounds, including identity and method of harvest, preparation and partial purification, are protected under materials transfer agreement (MTA) # W81XWH-09-0220. All responsible sources may submit a capability statement, proposal or quotation which shall be considered by USAMRAA.
