- This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of potential firms for a potential purchase order to maintain property at the U.S. Army Military Ocean Terminal Concord (MOTCO), Concord, CA. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, DO NOT request a copy of a solicitation. Potential Offerors having the skill, capabilities and personnel necessary to perform the described project are invited to provide feedback via e-mail to Mr. Robert Garcia at Robert.S.Garcia2@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources, including 8(a), HUBZone, and Disabled Veteran Owned Small Businesses. This project is expected to be advertised in October 2009. The Government is in the process of determining contract requirements. To provide for a 1 April 2010 contract start date, this sources sought is being released concurrently with the development of these requirements. Accordingly, the contract will either be solicited or awarded as a hybrid Services contract (which would include service and construction line items), or would be solicited and awarded as a construction contract (if construction represented the substantial portion of the work). As a hybrid services contract, the NAICS Code is 561210, the size standard is $35.5 million (average annual receipts for preceding three fiscal years), and the Product Service Code (PSC) is Z299, Maintenance, Repair/Alteration/All Other. As a construction contract, the NAICS Code is 238990, the size standard is $14 million (average annual receipts for preceding three fiscal years), and the Product Service Code (PSC) is Z299, Maintenance, Repair/Alteration/All Other. The duration of the project is 1,826 calendar days (a base period of 365-calendar days, and four, 1-year option periods). PROJECT DESCRIPTION The contractor would provide Facilities and Utilities Support for the U. S. Army Military Ocean Terminal Concord (MOTCO), Contra Costa County, Concord, CA. The port operator at MOTCO conducts military general cargo and ammunition vessel loads and discharges. MOTCO has three working piers, one of which has two gantry cranes for container ship operations which is not part of this action. MOTCO also has a tug and barge pier. MOTCO has a very extensive intra-terminal rail track system. MOTCO consists of an Inland area which is 115 acres, and a Tidal area which is approximately 7,630 acres. The contractor would provide all personnel, management, supervision, general and specialized equipment, tools, supplies, materials, transportation, and any other items and services necessary to operate, maintain, and repair equipment, and maintain and repair real property facilities. An on-site staff including a Project Manager and craftsmen and laborers will be required to handle functional areas to include Maintenance Management Services, Electrical Plants and Systems, Water and Sewage Systems, Buildings and Structures (to include Fire Alarm Systems, HVAC, refrigeration systems, and installed equipment); Rail Maintenance, Paved and Earth Resurfacing of Roadways; Pest Management; Pier Management and Maintenance; and miscellaneous Maintenance Requirements. Landscaping and irrigation may be included. All contractor personnel would need to comply with the facilitys security requirements at all times while on the premises, including vehicle inspections and background checks of personnel. CAPABILITY STATEMENT The following requests are designed to apprise the U.S. Army Corps of Engineers, Sacramento District, of any prospective small business contractors project execution capability. Only one capability statement is needed from each interested contractor and capabilities will be applied to this acquisition regardless of whether it becomes a hybrid services contract, or a construction contract. However, a small business set-aside could not be used if a substantial amount of work is determined to be construction since NAICs 238990 is a Designated Industry Group under the Small Business Competitiveness Demonstration Program (FAR Subpart 19.9). Please provide your response to the following. The submission is limited to 4 pages. 1) Offerors name, address, point of contact, phone number, and e-mail address. 2) Offerors interest in bidding on the solicitation when it is issued. 3) Offerors capability statement demonstrating the Offerors ability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years brief description of the project, customer name, telephone number, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. 4) As applicable: a) Offerors HUBZONE certified status, and DUNS number. b) 8(a) certification in this NAICS, and DUNS number c) Disabled Veteran Owned Small Business Status and DUNS number d) Offerors Joint Venture information existing and potential. The Capabilities Statement for this sources sought is not a Request for Quote or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is seeking short statements regarding the companys ability to demonstrate existing-or-developed expertise, past performance, and experience in relation the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement as long as the Offerors submission stays within the 4-page limit. Submission of your Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information or materials provided in response to this Sources Sought Notice and submittals will not be returned to the sender.
