- J & A 23983 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION NEEK3000-09-23983 Statutory Authority 41 USC 253(c)(1) - Brand Name Justification-Microcom Designs, Inc. DAMS-NT Integral Input Interface Module DAMS-NT Network Interface Multiplexor Card Dual Pilot Control Module DAMS NT Power Supply The U.S. Dept of Commerce, NOAA, Wallops CDA Station, Wallops Island, Virginia, has a requirement for the following Microcom Design, Inc. products: Two (2) each Microcom DAMS-NT IIM P/N 6800077 Two (2) each Microcom DAMS-NT NIC MUX P/N 6800160 One (1) each Microcom Dual Pilot Control Module P/N 6800321 Two (2) each Microcom DAMS NT Power Supply P/N 6800070 No equals or alternates will be accepted and justification is in accordance with FAR 6.302-1 (4)(c) brand name justification. The Government intends to award a firm fixed price purchase order for this requirement. The (DCS) Alternate Data Distribution System (DADDS) system was designed and built by Microcom as part of the Data Collection System (DCS) at NOAA Wallops CDA Station and is essential to the distribution of data. NOAA Wallops CDA Station provides vital environmental data to world-wide customers and it is imperative that all ground systems supporting the receiving and transmission of this data are fully functional twenty four hours per day, seven days per week. Specifically, the Data Collection System (DCS) is a communication relay system that handles information gathered from over 19,000 data collection platforms located in remote areas and collects data on Tsunamis detection, seismic measurements, ocean current monitoring, forest fire danger, river flow rate, and water level above dams. Interruption of the transmission of this data to NOAA Wallops customers could compromise the lives and safety of U.S. Citizens. The purchase of these specific Microcom parts will ensure the integrity of the Data Collection System and maintain the continuous flow of critical data. Should this procurement be delayed, the ability of Wallops CDA Station to provide weather and other forecasting data to its customers would be severely compromised. Offerors shall also be responsible for submitting all additional information on the above product necessary for the Government to determine whether the product offered meets the salient specifications of the "brand name or equal". This is will constitute the solicitation for competitive quotes. Responses must be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements.
