Description
Project shall include but shall not be limited to the following: 1.1 Repair/Ugrade 4ea youth ball fields irrigation: The contractor shall relocate, add, upgrade and or adjust the irrigation system(s) to acquire complete coverage of the turf areas with as little to no overspray as possible on the hard surfaces e.g. infield, dugout, paths, roads, etc. The contractor shall repair the turf or work the irrigation on the turf areas that are bare to provide proper coverage, irrigation that is causing pounding, stressing and bring the ball to a youth ball field standard. The contractor shall install ball field quick disconnect(s) for the use of hoses to be connected to water infields. The contractor shall ensure the turf is well defined (edged) with the hard surfaces. 1.2 Repair/add/upgrade youth ball fields hard surfaces: The contractor shall repair /add/upgrade the hard surfaces at 4ea youth ball fields. This will include but is not limited to the infield, dugouts, strike zone, etc. The contractor shall use the most update materials that shall reduce the dust to a minimum, not easily washed out with water, safe for running, weed free and prevents from infiltrating the surface. Any turf and/or irrigation damaged while performing the work shall be repaired or replaced at no cost to their government and shall be neat and with well defined edge between turf and hard surface. 1.3 Repair/add/upgrade duck pond irrigation: The contractor shall relocate, add, upgrade and or adjust the irrigation system(s) to acquire complete coverage of the turf areas with as little to no overspray as possible on the hard running track/path surfaces, e.g. running track, entrance/sitting areas, etc. The contractor shall repair the turf areas that are bare; causing pounding, browning that will bring the duck pond turf to an evenly watered landscape appearance. Turf and the hard surface areas will have a well defined edge as even as possible-possibly requiring mow strips or edge boards. In performing work there will be a need to cut across running/walking paths. The contractor will be responsible for repairing these hard surfaces to the same appearance as the adjoining hard surfaces. The above description of work is for general information only. It is not our intention to describe every feature of items of work or to define the scope of work. This is a Request for Proposal (RFP), Price Performance Tradeoff (PPTO) solicitation. The proposed contract is OTHER THAN FULL AND OPEN COMPETITION. Award will be the Best Value to the Government in accordance with FAR 15. The Government reserves the right to award a contract to other than the low offeror. There will be no public opening. The magnitude of this project is between $100,000 and $250,000. All responsible offeror must be CCR registered to receive an award. The closing date and time for submission of offerors will be on or about 14 Sep 09, the actual date will be in the solicitation package. The solicitation package will be available for download from the FedBizOpps Electronic Posting System (EPS) http://www.eps.gov, on or about 21 Aug 09. The government will not provide paper copies of the solicitation or unofficial plan holder list. The unofficial source list will be available on the EPS Site after solicitation posting based upon the submission of email notifications of firms indicating their interest in the project. Telephone, written, Facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are responsible for monitoring the EPS site for the release of the solicitation package, and any other pertinent information and for downloading their own copy of the solicitation package. Prospective offerors that plan to download the solicitation are requested to submit company name, address, including your zip plus four, telephone number, fax number, email address, point of contact and size standards to SSgt Joe Molina, via e-mail at joe.molina-02@travis.af.mil, with courtesy copy to Jane Bailey at jane.bailey@travis.af.mil, for inclusion on the unofficial source list. NOTE: The response date cited above is an estimate, not an actual. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
