Description
The United States Special Operations Command- Command Surgeon is seeking sources for a contemplated contract for HQ US Special Operations Command (USSOCOM) Human Performance, Restoration & Pre-Habilitation (HPRP) Training. This Request for Information (RFI) is issued for informational and planning purposes only. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this RFI. USSOCOM will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOpps notice is an announcement seeking market information on small businesses capable of providing the services as described herein. USSOCOM is currently conducting market research to locate qualified, experienced, and interested potential sources. The information requested by this RFI will be used within USSOCOM to facilitate decision making and will not be disclosed outside the agency. Should a future requirement(s) evolve from this preliminary planning process, it is anticipated the period of performance will be a base of one year plus one (1), one (1)-year option period. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611620, Sports and Recreational Instruction and the small business size standard is $7.0M. The NAICS is subject to change. Please feel free to suggest an alternative code with an explanation of why that would be a viable alternative. The Contractor shall provide professional, administrative and technical services in supportof an effort to achieve a Special Operations Forces (SOF) Military Mentor (MM) and, or qualified Functional Training Instructor (FTI) population. The Contractor shall organize, establish curriculum and implement a comprehensive, balanced course of instruction that ensures delivery of Human Performance (HP) theory, strength and conditioning competencies, pre-habilitative techniques, regeneration techniques, dietary planning and testing strategy, pillar strength, movement preparation, acceleration, plyometrics, multi-directional speed, absolute speed, energy system development, whole body vibration, Olympic lifting, and program development to qualify SOF Operators as MMs and FTIs. The Contractor shall prepare and deliver a manual that details the objectives, conditions and success criteria for teaching HP to large groups and within small unit dynamics, both in garrison and deployed settings. The Contractor shall allow for education and training to be conducted in either centralized or decentralized, on-site and austere environments with no degradation in deliverables. The Contractor shall provide the following on-site course support staff: Athletic Trainers and Physical Therapists that provide and teach solutions for degraded tactical athletes, instructs and performs movement screenings, performs targeted orthopedic assessment, utilizing pre-habilitation concepts integrated within a global medical approach (Holistic) verses problem orientated mindset. Metabolic Specialist (Conditioning Specialist) capable of testing and designing individual programs for all three energy pathways; Performance Nutritionist that understands sports nutrition and the integration of nutritional training with the physical demands of SOF. The Contractor staff must be capable of providing and teaching one-on-one nutritional consultations, assessing body composition and lean body mass to reveal opportunity for improvement and aid in goal setting processes. All HP specialties must possess a favorable history with Tactical Athlete populations as well as at least five years employment in their area of expertise and must have proficiency of the following modalities: Progressive Resistance Exercise, Open and Closed Chain Kinetic Exercises, Proprioceptive Neuromuscular Facilitation, Graston and, or Astym techniques, joint mobilization, hydrotherapy, hydrocollator, cryotherapy, ultrasound, phonophoresis, iontophoresis, and all varieties of muscle stimulation. This requires familiarity with the application of the following equipment; Biodex Isokinetic, treadmill exercisers, free form weights, pneumatic resistance devices, selectorized strength training equipment, proprioception training devices, aquatic therapeutic devices and instruction in therapeutic, corrective and rehabilitative exercises using specific equipment and strength training devices. The Contractor will be required to teach, train and technically support SOF Operators to manage and implement an accurate strength and conditioning assessment of self and large groups of trainees. The Contractor must possess the ability to express evidence based outcomes comparable to National Strength and Conditioning Society standards during performance of the work, and provide technical training to develop and deliver briefings for SOF leadership that conveys program information and interpretations of performance data relevant to HP Managers. The Contractor will provide training staff, facilities and Performance Coaches with National Strength and Conditioning qualifications (Certified Strength and Conditioning Coach) for delivery of tasks detailed in this section. The Contractor must maintain knowledge of teaching techniques and practical experience conducting strength and conditioning educational classes; and of goal setting, behavior change theories, human behavior, motivational strategies, and counseling techniques to promote physical activity to SOF with varying performance capacities. The Contractor must possess the educational core competencies and technical ability to conduct and teach musculoskeletal pre-screening methods that mitigate pre-participation risks. Specific to this process is the Functional Movement Screen TM, and the detailed Physical Therapists quadrant screening, that recognize the precursors to orthopedic and sports injuries. Additionally, the Contractor must possess topic specific knowledge of the Department of Defense Personnel Fitness Assessments and risk control methods and provide instruction to the FTI candidate and MM participant on the SOF occupational demand analysis process.
