- NATO International Competitive Bidding (ICB): Provision of Custodial and Janitorial Services in Support of Supreme Allied Commander Transformation Headquarters (Norfolk, VA) IFIB-ACT-SACT-09-59 NATO Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of custodial and janitorial services at HQ SACT, which is located in Norfolk, Virginia. The contract support shall include custodial personnel, labor, supervision, tools, equipment, quality assurance and inspections, and materials management to clean and maintain HQ SACT to industry standards. HQ SACT is serving as the procurement agency for this project, which was authorized by the MBC. HQ SACT intends to use the sealed bidding (two envelope) procedure. Partial bidding is not authorized. The type of contract is Firm Fixed Price (FFP) level of effort. The estimated cumulative value of this contract is $1,250,000. The reference for this project is IFIB-ACT-SACT-09-59 and all correspondence in relation to this procurement shall refer to that reference. The Department of Commerce will be using the same reference. Companies that have been approved for participation in NATO ICB and that have performed similar contracts within the last three years substantially similar in scope to the requirement described in the solicitation will be eligible for nomination to the bidders list for this contract. Contractor personnel performing services under the contract must be citizens of a NATO nation and must have appropriate training and experience in a related field. The Invitation for International Bid (IFIB) package will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for a NATO International Competitive Bidding (ICB) procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 05 October 2009 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2. Estimated IFIB release date: 08 October 2009 The IFIB will be posted on the following website: http://www.act.nato.int/content.asp?contracttype=rfp 3. Estimated bid closing date: 24 November 2009 4. Period of Performance: 01 January 2010 - 31 December 2010 with the possibility of four one-year options: 01 January - 31 December 2011, 2012, 2013, and 2014
