Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute for the National Institute of Biomedical Imaging and Bioengineering to negotiate with Waters Corporation, 34 Maple Street, Milford, MA 01757-3604 for assistance to NIBIB for the performance maintenance plan with one PM with a period of performance of a base year of 12 months with four twelve-month option years. The maintenance plan is the Total Assurance Plan for Waters LC/MS system and MassLynx software. The performance maintenance plan offered provides a number of performance maintenance visits in which the trained engineer will replace all parts subject to wear as defined in the product specific checklist. All parts are guaranteed genuine waters quality parts, and are included in a comprehensive parts kit which is provided for each and every performance maintenance visit. The thoroughness of the Waters Performance Maintenance program ensures both maximum reliability and maximum performance. No competitor offers a more comprehensive performance maintenance program. The Performance Maintenance Plan also includes a discount on any additional service required during the contract period. Additionally, charges for corrective maintenance visits are capped on a per instrument per event basis, limiting your liability for emergency repairs. The cost is for preventative maintenance to keep the system up and running all year. The plan also provides free unlimited priority telephone tech support. Waters is the manufacturer of the obsolete equipment being used. Any parts must be compatible with the Qtof system without any need for unusual modifications. Rapid repairs are only possible with extensive knowledge of the operation of the Waters Qtof equipment. Due to the age of the system, the service contract is conducted on a best effort basis and the Waters corporation history is important to trouble shooting and finding the obsolete used parts. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
