- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This procurement is being conducted under theSimplified Acquisition Procedures (SAP). This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for: Qty 1 - Near Infrared Fourier Transform SpectrometerBackground: This laboratory hardware is to be used for measurement of spectral poweremitted from a remote high temperature source (1000K 2000K).The input to theinstrument is a SMA terminated optical fiber. The required optical fibers are not a partof this purchase.Specifications:1) 0.8 to 8 micron spectral range- multiple detectors required for spectrum coverage should be included in price- Calcium fluoride window and beam splitter2) High resolution- 0.02 nm @ 0.8 micron to 40 nm @ 28 microns (extended range) or better - Resolution specifications should include both resolution and wavelength data3) Fiber optic light input- Must accept SMA terminated fibers- Must permit simple change of input fibers4) Must accommodate other beam splitters and windows for optional extended range5) Required software to be included in price. All necessary items to be included exceptinput fiber optics and PC for control and data collection.Delivery of the item shall be to the NASA Glenn Research Center, 21000 Brookpark Road,Cleveland, Oh 44135. The provisions and clauses in the RFQ are those in effect through FAC 2005-36. All responsible sources may submit an offer which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by September 17, 2009, COB, and may beemailed to Sandra.A.Brickner@nasa.gov or faxed to (216) 433-5489 and must include,solicitation number, proposed delivery schedule, discount/payment terms, warrantyduration, taxpayer identification number (TIN), CAGE code, DUNS Number, identification ofany special commercial terms, and be signed by an authorized company representative. All contractual and technical questions must be in writing (e-mail or fax) to SandraBrickner not later than September 15, 2009. Telephone questions will not be accepted. Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. It is critical that offerors provide adequate detail toallow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors shall provide the information required by FAR 52.212-1 (SEPT 2006), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin.
