- Arcata Associates, Inc. has a requirement for one (1) each UHF Fiber Optic TeleportLocal Unit P/N OFW 2320TRX-L, one (1) each UHF Fiber Optic Teleport Remote Unit P/N OFW2320TRX-R, one (1) each P/N MP 2322TRX-RSW, and one (1) each P/N MP 2322TRX-HPA.Arcata Associates, Inc. intends to purchase the items from Microwave PhotonicSystems,Inc. located at 1155 Phoenixville Pike, West Chester, Pennsynvania 19380. MICROWAVE PHOTONIC SYSTEMS is the only known responsible source which is capable ofsatisfying the agencys unique needs for the following reasons. a.Microwave Photonic Systems, Inc. is a leading edge engineering firm thatspecializes in the design, development and manufacture of RF/Fiber optic components,modules, and subsystems. MPS fulfills multiple roles providing these hardware itemsincluding OEM supplier, design consultant, and contract manufacturer. b.The MP-2322TRX-RSW is a RF Switching/Distribution Unit and is designedspecifically to be integrated within the OFW-2320-TRX-RSW. The OFW-2320TRX UHF FiberOptic Interfacility Link (IFL) System is the principle hardware for long-haultransmission of UHF signals in the frequency range of 225 MHz to 400MHz over singlemodefiber optic cable. The MP-2322TRX-HPA is a High Power Amplifier designed specifically tobe integrated within the OFW-2320-TRX-SYS. c.Microwave Photonic Systems designs, manufactures, and markets an array ofbroadband and application-specific analog IF and RF/Fiber optic IFL subsystems MPSsproprietary technology makes our IFLs the logical choice when transporting radio andsatellite communication signals between remote points separated by up to 20 kms. The OFWIFL subsystems, coupled with fiber optic cables provide the system integrator with theadvantages of:-Low Loss RF Transmission (< 0.35 dB/km):-Ultra-Flat Attenuation vs. Frequency (> 10 GHz of Bandwidth):-Immunity to EMI and Lighting Surges:-Isolation of Red / Black Communication Pathways.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 9/23/09. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
