Description
This is a notice of intent by the Naval Air Systems Command, Air Combat Electronic Program Office (PMA209) to issue orders under Basic Ordering Agreement N00019-08-G-0016 with Rockwell Collins Government Systems (RCGS), 400 Collins Road NE, Cedar Rapids, IA 52498. The Naval Air Systems Command (NAVAIR) is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation, and support of the Air Combat Electronics programs. PMA209 intends to task Rockwell Collins to develop and deliver an operator/maintainer level interactive courseware computer based training (CBT) program for the RT-1939(C) ARC-210 radio. PMA209 intends to task Rockwell Collins to develop a security fix in the RT-1939(C) ARC-210 radio to address additional security requirements identified by the National Security Agency (NSA) during the course of their evaluation. PMA209 intends to task Rockwell Collins to develop and implement a Pre-Planned Product Improvement to incorporate the Tactical Secure Voice (TSV) cryptographic equipment application (CEA) into RT-1939(C) ARC-210 radio to be the crypto modernization replacement for the VINSON/ANDVT family of algorithms. The efforts shall encompass all Project Management aspects, Engineering, Hardware Development and Software Development, Testing, and Data Deliverables. As Rockwell Collins is the sole developer of the ARC-210 radio and maintains the proprietary rights to this radio, it is the only source capable to provide the requested efforts. These efforts will be required through 31 December 2011. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
