Description
The Contracting Center of Excellence on behalf of the United States Army and Printing Agency, and in accordance with FAR subpart 6.3, intends to execute a Firm Fixed Price contract under other than full and open competition-sole source basis to Little Lakes Systems, Inc. The Government intends to renew composition systems software. The proposed period of performance is for 12 months (10/1/09-9/30/10). This notice is valid until Tuesday, 9/15/09, 12:00 p.m. Eastern Standard Time, and is NOT a request for proposals. The Government does not intend to submit a solicitation for proposals. The Government shall not be liable for, or suffer any, consequential damages for any technical information provided. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. REQUIREMENTS: This requirement is for the renewal of composition systems software support. It is for Text formatter software that is capable of interpreting the Army SGML/XML encoded text, figures, tables, and graphics and constructs the pages in the Army document format in a typographically correct fashion. The process is required to be completely hands off and the publication is composed cover to cover with all formatting and content elements in place, to include the table of contents. The program is required to be written in a compiled language making it possible to modify the program to accommodate any contingency. Text Formatter software must preprocess the input file to check for mismatched delimiters and misspelled element or attribute tags. Additionally, the preprocessor enforces SGML whitespace rules. The program, in its history, has been altered to produce the distinct formats for Army memorandums, letters, and general orders from SGML marked up text with the output style changing based on the document type defined in the markup. Text formatter software is to consist of an.exe file, a graphical user interface, file preprocessor; onecol.dll, the composition engine; and ocldll.dll the postscript conversion module. There is NO solicitation document. This notice is NOT a Request for Quotes. Interested firms may send a capabilities statement via email to the Contracting Center of Excellence, ATTN: Mrs. Debra Parker, at Debra.J.parker@us.army.mil. Capability statements must be received by this office by Tuesday, 9/15/09, 12:00 p.m. Eastern Standard Time.
